Our country science and technology research expenditure for the past ten years grew bythe yearly average22%. But the quality and the efficiency of our country science andtechnology was still actually low, only about1/3of US.The reason lies in the technologicalproject management system and mechanism not well and the technical project riskmanagement level is low. Constructing a set complete, scientific,universal guiding andspecially suiting the Chinese national condition technical project risk management system isvery essential.This research uses the Grounded Theory to explore the risk factors of science andtechnology project. We need to solve the following three questions:(1) What risk factorsdoes science and technology project face?(2)Among all of the identified risk factors,What arethe most important risk factors?(3) What about the structural relationship among the TOP10risk factors, and what are the root risk factors?Firstly, this article reviews the development history the Chinese science and technologyhistory, and then analyzes the overseas science and technology input characteristic anddomestic science and technology input situation and main problem. Through the study of thehistory and the present situation in the domestic and foreign technical project riskmanagement from the economic and technical perspective, we analyzed the technologicalproject risk categories and defined the connotation of science and technology project riskmanagement,providing a reference for the following risk factors identification based on thegrounded theory.Then,we collect information through depth interviews from three innovationcompanies I served according to the Grounded Theory. The qualitative research methods ofgrounded procedures theory is used to analyze interviewed materials,to construct theory,andfinally to build the model for risk factors of technology project.Next, Analytical HierarchyProcess is used to evaluate the risk factors index system,risk factors are sorted by importanceon the base of the weight value calculation,and the TOP10risk factors are selected.After,Interpretive Structural Modeling (ISM) method is used to analyze the structuralrelationship of TOP10risk factors,to the three root risk factors which lie in the bottom of theconstructed ISM model.Finally, multiple case study method is used to verify the validity ofthe research results. We take Large domestic private enterprises J and large state-ownedenterprises H as the research object to study science and technology project risk management.
