With the rapid development of science and technology, science and technology has been out of the original subordinate status in economic development, jumped as a leading force in promoting the development of the national economy, related to destiny and future of a country or an area in the future world competition. Project of science and technology as a powerful carrier of technological innovation, strengthen the management work is an inevitable choice, in order to improve the competitiveness of national science and technology, the University and scientific research institutes and scientific research level and the enterprise innovation efficiency.This paper studies the management of science and technology project from the perspective of full life cycle combining theory and practice, analyzes on the theory of science and technology project management combining with its character, divides the project into several stage, analyzes the advantages of applying full life cycle theory to management of science and technology projects, established full life cycle management model based on the process, cintrol, quality and cost which is the foundation of the follow-up research work. Secondly, the paper analyzes the domestic and foreign government and enterprise advanced technology project management mode, draw lessons from the advanced management experience, sorts out the innovation practice of China’s science and technology plan management system, and summarizes the inspiration of many management modes and methods. On the basis of this, it optimally desighs science and technology project in full life cycle, puts forwards prioritization scheme in stage of project approval, implementation, acceptance and final-period management and method of the differentiation including different types of science and technology project research and development organization mode, management process and evaluation methods, etc. Then, it focus on the post assessment which is the relatively weak link of full life cycle and constructs the post evaluation index system of science and technology project and adjusts the dynamic evaluation index according to different types of science and technology projects’s. Through the differentiation management and post evaluation system construction, it better plays the maximum effectiveness of the overall resources of science and technology, realized science and technology project whole process closed-loop control. Finally, a case study is carried out in the power enterprise science and technology project. The full life-cycle theory is applied to the practical project and provides decision reference for improving management and comprehensive efficiency.In this paper, the theoretical and practical value of full life-cycle is verified. It can effectivelly improve the manegement efficiency and effectiveness. This paper devided science and technology project into basic and prospective research, application research and product development research. With the development of interdiscipline, we should strengthen the research of soft science project management. We should also improve the management system in the follow-up study and practice. At the same time, we should strengthen the research of science and technology project and expand the scope of post evaluation. It is conductive using the post evaluation results to guide new projects decision-making and improving technological management process and overall efficiency.
