In recent years,many large-scale residential and industrial power system blackouts have taken place one after another at home and abroad,especially in refining chemical industry power system,causing serious economic losses and taking great risks to the refining and chemical plant equipment.In order to avoid power blackouts and to reduce the losses caused by the power outages as low as possible,it is necessary to research the factors for the power blackouts so that it is easy to find out its mechanism and know the factors that influence the probability of occurrence and scale well.In this way,a relevant safety assessment system and an emergency system can be established.From the standpoint of reflecting the risk of the widespread power blackouts,it intends to set up a comprehensive risk evaluation system for the petrochemical enterprise electric power system in this paper.The index system will be the link between the risk assessment theory and practice,which can integrate the characteristics of the management department and the executive branch.Also it can provide basis and guide for the cyclical power system security assessments as well as the daily risk management.In terms of the three aspects of the power system,which is the structure,technology and equipment,this paper does some study on the applicability for the existing power system security evaluation method in Lanzhou petrochemical company and draws conclusions through the study,then provides solutions for it to form a complete system of security assessments.It briefly sets out the concept of power system emergency management,development,construction ideas and objectives.Combining the features for the refining and chemical enterprises,it also elaborates all aspects of the emergency management and the main work.for the power system in the petrochemical enterprises.
