Even since eastern coastal areas are firstly found a phenomenon of "The shortage of peasant-laborers" in 2004, it spread to the middle area of China suddenly. The cheap labor forces of China are considered as "limitless supply", but with the situation of rampant financial crisis, High unemployment and Labor surplus, plenty of enterprises are still underproductive because of lacking adequate workers. it is worth while for us to study the paradox deeply.In this study, making the labor shortage of textile enterprises in Chongqing as the starting point, searching after the representative textile enterprises at Huilongba, through in-depth interview, Survey questionnaire, Using the theory of economics, Combination of standard methods and empirical studies, microscopic and macroscopic study, logical analysis and historical research, Strive for a deeper, more comprehensive analysis of the reasons for the shortage of textile employment, How to deal with the Labor shortage of labor-intensive enterprises, how to face the fierce international competition in the market, put forward practical recommendations.Innovation of this paper are:1, most of the labor shortage are doing a general description of the phenomenon, but this study is based on recouping Huilongba textile enterprises in Chongqing based on field surveys, detailed data, high authenticity and credibility. Learn from other scholars or experts in the research, based on the labor shortage problem this paper attempts to create social, economic, demographic and other reasons more in-depth comprehensive analysis.2, labor shortage first developed in the eastern region, and now more and more central regions of the labor-intensive enterprises have begun to face labor shortages. The relative abundance of labor conditions in Central is still labor under a shortage of systems research and research is still relatively small.3, in the past labor shortage is mainly reflected in the high-level technicians in the business of hiring skilled trades there are difficulties, but there have been recruitment general lack of jobs. The interpretation of these new phenomena gives new meaning to the subject.This article is divided into seven chapters. Chapter 1:Introduction. Mainly discussed the background of China's textile labor shortage and significance of the research, elaborated the data sources, methods and techniques routes, expected to the coming target and made prospects to the result. In chapter 2, there are given related concepts and theories, including the definition of migrant workers and the concept "Labor Shortage", rural labor mobility model, labor supply and demand theory, etc. Chapter 3 analyzes the current situation of China's textile industry, Migrant workers in the overall supply situation, including the number of migrant workers, age structure, education, employment means and difficulties encountered. In chapter 4, make a empirical analysis on the leading textile industry at Huilongba, Chongqing for their development process and employment characteristics, Including field review to some of the typical enterprises, search in the enterprises' labor demand and supply, employment and labor shortages through providing questionnaires, interviews, etc. Chapter 5 analyzes the textile enterprises in Chongqing for the reasons of labor shortage, based on the field visiting survey data and information. Chapter 6 is given some practical countermeasures on how to ease the labor shortage of textile enterprises in Chongqing. Chapter 7 summarizes all the above chapters and make the concludesIt is proved that there are three basic reasons of labor shortage:First, most of enterprises always employ workers when they urgent need, if not, the workers will be laid off relentlessly. They cannot give laborer a good employment environment, standard employment and lack social responsibility. Second, the change in labor supply structure and workers'mentality is an important reason, wage level is no longer the only concerned factor. Third, the more profound reason is that the labor-intensive enterprises push low-cost strategy, are lacking in technological innovation motivation, limit in profit space, unable to use price-leverage to increase the number of employee. Labors shortage is not only an obstacle to China's economic development, but also an opportunity for industrial restructuring. First of all, the low-cost strategy of the labor-intensive industries should be changed, they should focus on technology innovation, improve the employment environment effectively. Secondly, the government should strengthen the supervision and guidance of enterprises' employment. While in the long term, the national level should effectively change the low-cost development strategy. The focus on short-term economic growth should be changed to encouraging long-term competitiveness under the policy guidance.
