A Study On The Flexible Planned Subarea Of Urban Constructive Land

The flexible planned subarea of urban constructive land is the new attempt in land use planning. Chinese land use planning is a rigid planning, which is an outcome of planned economy. The more the market economy developed, the more uncertain factors there are in the economy. For this reason, it becomes increasingly difficult to predict and forecast the economy, which triggers the variability of land use. In order to adapt to the changes of land use, the land use planning must be the combination of flexible and rigid. The proposed of flexible planned subarea is one of the methods to coordinate the "rigid" and "flexible" of land use planning. The flexible planned subarea itself which embodied the coordination of rigid and flexible in quantity, layout, the use policy is also the unity of rigid of flexible. In all classification of land use planning, rational planning of urban constructive land has become the key to the success of the whole planning. The plan of constructive land should be enable the plan could better guide the region's nature, society, economy can be coordinated and sustained. It should be strictly control both the rate of expansion and expansion of construction land position, and it also can meet the need of economy and society. The essence of the flexible planned subarea is the spatial displacement of the planning target. From solving the problem of urban development to achieve efficient allocation of space resources point of view, the flexible planned subarea is a model of growth management, is an important means of regulate social, economic and environmental sustainability. Its core is control and guides the development and construction effective, and achieves a compact and efficient growth in the region.The full text is divided into eight parts; the first chapter for the introduction, the article describes the research background and research significance. The second chapter expatiate the relevant research progress at home and abroad. The third chapter of the thesis theoretically classified the flexible planned subarea, discussed the target, analyses the coordination of rigid and flexible in quantity, layout, and the access threshold. The fourth to the seventh chapter take Xiushan Country Land Use Planning as an empirical analysis. Xiushan country of Chongqing with Abundant natural resources, weak economic foundation, is the typical areas in the western. With the implementation of western development regional co-ordinate, urban and rural co-ordina(?)e policy, infrastructure investment increased, Traffic geographic conditions significantly improved, Xiushan has become an important gateway and transport hub in southwest of Chongqing and wuling Montanan area. It also becomes a convenient channel for Southwest to Southeast. The economy here has entered a stage of rapid development and the development of urbanization has accelerated, the construction land has in a big demand. In this thesis, take Xiushan County as an example to conduct empirical research on the flexible planned subarea. According to the data from 1996 to 2008 in study area, predict the future situation about the population and economy in order to determine the size of the flexible planned subarea. Through the qualitative analysis of the direction of the future development of urban construction, combination of GIS spatial analysis methods to evaluate the construction suitability to make spatial orientation of the flexible planned subarea. According to the actual situation of regional development, make "access threshold" for all kinds of development and construction activities. Space control will allow the land use planning become stronger, and more explicit Control effect. The eighth chapter, conclusions and discussion of this article summarizes the research findings, and prospects for further research.Both general land use planning and urban planning are related to rational use of land resources. It should strengthen the coordination between the general land use planning and urban planning, especially in urban land slope and layout of the constructive land. The thesis explores the coordination between the two planning on the demographic caliber, the scope of urban constructive land, land classification, etc. The flexible planned subarea will promote the city's stock of land use, improve the urban land use efficiency, will enhance the city's overall economic efficiency and equity.
