Land use planning is an important part in the process of land management. For the characteristic of land use planning that is "enough rigidity but insufficient flexibility", the idea of the new round land use planning is gradually changing from rigid to flexible. Although this round land use planning proposed "conditional construction zone" equipped with flexible function, in determining the size and spatial distribution of the conditional construction area remained insufficient. In order to make the land use planning adapt to current economic and social development needs, Yunnan Province will promote the adjustment and improvement work of land use planning to optimize land use spatial pattern. Under the background, this paper has made the research on the flexible planning area of construction land in land use planning, to achieve pay equal attention of protection and development, combining with relevant research theory to explore the flexible setting of construction land expansion, making a useful attempt to determine the scale and space of flexible planning areas of construction land.This paper defines the concept of land use planning with flexibility and the flexible planning area of construction land, elaborates the relevant theory of the flexible planning area of construction land, and provides a theoretical basis for the delineation of the flexible planning area of construction land. This paper selects Ruili city as the study area, which is the core area of development and opening experimental area in Yunnan province, through three aspects, the scale, space, space layout delineation and the use and regulation, to make a research on the delineation of the flexible planning area of construction land.To determine the scale of the flexible planning area of construction land: According to the socio-economic data of study area in 2004-2013 and the basic data after join the relevant planning, to forecast new construction land scale in planning period (2014-2020), integrating prediction results, and combining with the indicators in existing land use planning, to determine the scale of the flexible planning area of construction land. Through analyzing, determine that the scale of the flexible planning area of construction land of Ruili city is 1064.35 hectares.To determine the space of the flexible planning area of construction land: Using spatial analysis technology, to build construction land ecological suitability evaluation system. Selecting the elasticity and rigidity factors which affect the ecological sensitivity, using multi-factor comprehensive evaluation model to determine the ecological sensitivity of the partition, determining the ecological suitability of construction land through ecological sensitivity, and to make the delineation of the flexible planning area of construction land which is based on the final results of the evaluation. After delineation, the flexible planning area of construction land mainly concentrated in east and west sides of Mao Meng center town, and nearby ManMang road of Wanding town, and less distribute in Nongdao, Huyu, and Jiexiang town.Use and regulatory of the flexible planning area of construction land:In order to make delineation results fully play its role, combining with theoretical analysis and practical experience, to explore the using conditions and methods of the flexible planning area of construction land through the index source of planning area, the access constraints of specific projects, the approval process and the regulatory of implementation process.The meaning of delineating the flexible planning area of construction land is to provide ideas and ways of solutions for difficulties of project cannot land in specific land use planning process of Ruili, the important development and opening experimental area in Yunnan province. It also provides a reference for the flexible setting of construction land in the adjustment and improvement of land use planning in 2015.
