From the process of expressway's construction investment system of our country, it can be seen that the market and multiplex investment system has promoted rapid development of expressway industry. But recent years, overemphasizing maket operation and attenuating the public welfare make it difficulty to carry out the expressway's foundation functions as public goods, and has also brought the hindrance for the further construction and development. According to this question, setting base on quasi-public goods theory and the item division theory, this paper conducts the fundamental research on the transportation products, in particular to the expressway. Under the situation of investment system of expressway, the paper analyzes the present investment condition and the existence problems, takes the case of expressway's investment systems of Zhejiang Province, Guangdong Province, Jiangsu Province, Hunan Province, Liaoning Province and Shandong Province for expample, explores the reform direction by contrast analysis, and proposes reasonable rute and operational policies. Finally, the paper proposes the suggesting policies from the aspects of nation, local authorities and professional departments, in order to solve the bottleneck restrictions of policy, system and investment ability, etc, and enhances the service ability and level of the expressway to economy development and people's livelihood. The main conclusions are as follow:1. The expressway infrastructure and its transportation service are quasi-public goods, which obviously have foundational characteristic, public characteristic, personal characteristic, ministrant characteristic and exterior characteristic, etc.2. In view of the fact of different provinces' economic situations and the expressways'development phases of our country, the present situation, that is, different investment systems of different provinces coexist, is a reflection of pursuing the most superior efficiency:the provinces whose expressways'investment systems are almost or primarily in charge of government, appear much public characteristic; while the provinces whose expressways'investment systems are mostly in charge of market, appear much personal characteristic. 3. Based on the realistic situation and six typical provinces'cases, we can obtain the reform direction of our country's expressway investment system:It is the governments' in charge of expressway's the investment, construction and management that can guarantee the expressway's quasi-public attribute. Basing on this, by system innovation, realize the organic synthesis of governmental function and market mechanism.4. Facing the expressway's public attribute, regarding the operational policy measures of our country's expressway investment system, we may give implements from the national perspective, the local authority perspective, and the profession department perspective, in order to realize the maximization of social public interest, and establish a new pattern which can promote the efficiency and fair mutually.5. Basing on this, market operation is a necessery and beneficial supplement of the government function. Inducting the suitable market operation and permiting certain profit share in the process of expressway development, have the practical significance.6. According to the expressway's important status and function of national economy, select the different investment methods for different phases, as well as adopt nimble investment ways according to the local differences.The paper not only definites and elaborates the quasi-public attribute from theory perspective, but also unifies our country's reality, taking the typical provinces'cases as back, analyzes the various investment systems which differs from provinces' different development phases, and explores the reasonable investment system reform direction. The paper has completed and elevated the existing theories, and has practical significance and innovation which keeps pace with time.
