Quasi-public goods supply in underdeveloped areas is one of the important components of the public goods supply, it plays an important role in the improvement of people's living condition, sustainable development of social economy, and coordinating the social redistribution and the balanced development of local economy. This paper firstly defined the meaning, feature, type supply subject and principle of quasi-public goods, followed by mainly analyzing the existing problems of the quasi-public goods supply in the underdeveloped areas in our country. These appear in such aspects: inadequateness of the aggregate amount of the quasi-public goods supply in underdeveloped areas, unbalanced supply system, unfair supply, inappropriate division of supply duties, which has brought about negative impacts in people's lives in underdeveloped areas: the loss of large amounts of skill personnel, increasing the people's living expense in underdeveloped areas, influencing the development of the society, and mould the people's agreement with the reliability of politics. After the analyzing the causes of the problem, this paper points out that if the quasi-public goods supply system in less developed areas needs to be improved, first of all, the government duty of it in new period should be positioned properly. The principle of the position is fairness and balance. It also points out that the central government is the duty subject of the supply, and local government is the organizing subject of it. Finally, it states the strategy for the improvement of the quasi-public goods supply system in less developed areas: the supply policy decision system in the spirit to serve people; the key are needs analyze system; the policy decision construction; fund management system including defining the property right and authority right, creating the transferring disbursement system, strictly implementing fund supervision mechanism; and product management system, that is to encourage and develop 'multi-center' product management model, and use distribution system, fixing the price, charging, differentiated supply, etc.
