Shandong Province,located in the lower Yellow River,is short of water.So Yellow River water resources are very important for Shandong Province.Construction and development of the Yellow River irrigation area are of great social and economic benefits. However,the reduction of Yellow River water and the lack of available water restrict the irrigation development.Through the implementation of reasonable water price, water conservancy projects can promote a benign operation to achieve sustainable utilization of water resources.Therefore,the research of agricultural water price is of great significance for the water conservation,the promotion of water efficiency,the construction of water-saving society and the sustainable use of water resources.In this paper, based on the specific circumstances of Shandong Province,liaocheng Weishan Irrigation District as the research object is used to evaluate and estimate the value of water resources.Specific studies are as follows:First, according to the standards formulated by the Ministry of Water Resources, the Development and Reform Commission, This paper adopts analytical investigation and calculation methods to Liaocheng Weishan Irrigation District to analyze the water cost.Secondly, this paper studies the concept, connotation and analysis methods of the water price affordability,,analyzes the ability to pay and the willingness to pay for the farmers in Liaocheng Weishan Irrigation District, and does spatial dynamic analysis of water price to achieve the reasonable water price.Finally, the development of irrigation water price should take the important factors into account. This paper calculates the water price combined with the actual situation in the Yellow River irrigated area oriented irrigation management, farmers, water conservation respectively.Through the analysis, the composite price of water in agriculture has been determined.
