Since the reform and opening up, especially after 2000, China's regional economy has undergone significant evolution; regional economic disparity became an unavoidable reality. Regional economic disparity is an integrated representation which all factors interacted in economic growth and is an inevitable phenomenon during the economic development, and this phenomenon will exist for a long time. Handling the "efficiency" and "fair" relationship appropriately, ensuring the rapid development of macro-economic, as well as making the regional economic develop conjunct and coordinated, is the object pursued by the governments at all levels.The existing studies about regional economic disparities of China are mostly based on provinces and cities. Study within a province system, especially an urban agglomeration which has growth pole effect is scarce. This thesis defines the scope of the study in Changzhutan Urban Agglomeration for three reasons: First, the smaller the spatial scale is, the more obvious economic differences become. The study restricted to Changzhutan Urban Agglomeration will get a more comprehensive description of the major cities in Hunan Province about the economic development; Second, policies and guidelines should be implemented in the level below province to get a better effect, hence studying the regional economic based on the provincial level, such as city and county regional economic, has a great significance to guide the backward area; Third, studying the economic differences of Changzhutan Urban Agglomeration and taking effective measures to promote the coordinated development will be propitious to expand its radiation intensity.There is no doubt that uneven development can only be eliminated through the development. In order to achieve coordinated development, the regional development theory and hypothesis must be tested empirically, the regional economic disparity and its influence be studied systematically and completely so that a theoretical basis and the policy recommendations for the development will be provided. Firstly, this thesis reviews some theories relevant to this subject briefly, and then combines with the previous regional plans, regional economic policies and the physical truth of the Changzhutan Urban Agglomeration. It considers that unbalanced development theory and coordinated development theory are more reasonable and practical guidance.Secondly, this thesis starts from the economic basis and input factors of production, compares the economic status of Changzhutan Urban Agglomeration in 2007 variously, measures the differences combined with single indicator method and multi-indicator system method, uses 7 statistical indicators and 8 cities'per capita GDP in 1998-2007 to dynamic statistical analysis of the regional economic differences, and selects 64 counties (districts)'s 17 indicators in 2007 as an evaluation system to static quantitative analyze the integrated difference. The conclusion is that the absolute discrepancy of Changzhutan Urban Agglomeration is rapidly expanding, the trend is accelerating; the relative discrepancy is large, and the growth is steady. In a word, the excellence triumphs over the bad.Thirdly, it analyzes the economic disparities and economic growth data in 1989 to 2007 of Changzhutan Urban Agglomeration with Granger causality analysis. It not only approaches the economic impact of differences on the role of economic growth, but also draws a conclusion that economic growth will also help strengthen the economic disparities. On this basis, this thesis establishes a hierarchical system of influence factors, analyzes empirically the influence factors on the regional differences, and obtains the main factors affecting regional differences which include the industrial structure, infrastructure, human capital, government policies and elements of distribution.Finally, based on the experience and lessons learned from the basic ideas, policies and measures which Western countries and China used to adjust their economic differences, in accordance with Changzhutan Urban Agglomeration's regional plan, this thesis proposes several ideas for the development.
