Under the background of global competition, with the development of the global economic integration, integration of regional economy and the international industry transfer, the city group has become the most important region for a country to take part in global competition and international division. But due to the restriction of administrative division and management system, there are many inharmonious phenomena in Chinese city groups, which are unfavorable to sustained and healthy development of urban agglomeration. As the important growth pole in eastern region, both the two coastal city groups have large development potential, occupying the most important position in the economic development pattern of China’s coastal areas, so its harmonious development has strategic significance and demonstration effect. However, the current situation of the two coastal city group is away from harmonious development.Nowadays, although the overall strength of Shandong coastal group is strong, the Qingdao city is the largest single one, middle and small cities are weak, the development gap is very obvious; the Jiangsu costal group’s development gap is little, but the three cities’economic relation is less. The overall scale advantages of the coastal urban agglomeration in the two provinces have not been fully played. The core content of this paper with empirical analysis and comparison analysis, comparison is carried out three aspects of Shandong and Jiangsu Provinces’coastal city groups: comparison of urban agglomeration development comparison of group structure. Through the use of the Dynamic Factor Model to quantitative analysis of the dynamic changes of 10 cities’ comprehensive power during five years, and finally find the factors affecting the non-balanced and coordinated development of regional economy.Through empirical analysis, this paper argues that the following two restricted reasons that affect the coastal groups’uneven development:first, urban agglomerations traffic network is not perfect, the center city is too weak to affect affect the medium and small cities around. Second, lack of overall planning, a single city cannot recognize its comparative advantage of the existence of regional industrial structure adjustment direction, industry chain and industrial isomorphism problem, and cannot form a complementary within the urban agglomeration, which in a certain extent control coastal city group of the overall scale effect of play.In order to strengthen the two coastal group’s disequilibrium coordinated development, based on the actual development situation, this paper suggested that on one hand, two coastal groups should construct traffic network and improve traffic facilities to promote the development of coastal groups’ foundation for hardware; on the other hand, the two provinces can focus on the industrial development. And, I put forward the vision of two province coastal mutual cooperation, strengthen the cooperation between the two provinces in the coastal city group sharing, jointly promote the coastal non-proportional coordinated regional economic development. Only in this way, the two coastal group can achieve the final goal of the sustainable development.
