Huawen Power Plant, a small and medium joint-stock enterprise, is at a disadvantage in the coal market. With the tension between coal supply and demand and the increasing coal price, the fuel cost will increase and profit margins will become smaller and smaller for Huawen Power Plant. This paper discussed the implementation of strategic purchasing management for Huawen Plant to help the plant extricate itself from embarrassment of coal supply and demand and then look for new access to obtain sustainable competitive advantage.Having analyzed the current coal purchasing situation of the plant, this paper established standardized strategic purchasing management system, proposed both selection principles of index and the system for coal supplier evaluation, constructed TOPSIS supplier evaluation method based on entropy weight and the linear programming model of coal ratio optimization, gave concrete steps to solve the model by EXCEL software, and put forward some countermeasures for improving purchasing management according to calculation results of suppliers evaluation and coal ration for the plant.
