With the power grid investment environment and conditions change, urban power grid planning and construction faces increasing risks, especially ice disasters, earthquakes and other natural disasters occur in 2008, people began to realize the importance of risk management of the city's power grid planning. It has the theoretic and realistic significance to study the city network planning risk identification, risk assessment and risk aversion. In this paper, the risk is identified through a questionnaire survey of urban power network planning, on this basis; the risk assessment index system of urban power network planning is established. Second, based on the urban network planning risk assessment indicator system, we study the probability risk distribution and risk evaluation method of typical urban power network planning risk, then, a comprehensive risk evaluation method based on the theory of matter-element and extension, and a comprehensive risk evaluation model based on the entire life cycle risk-return are established. Finally, it gives an elementary study, a comprehensive risk assessment of network planning of Hexi new city program is conducted and risk mitigation strategies are proposed.
