Industrial clusters are the mosaic of the world economy, industrial clusters speed the high development of world economy. This paper takes industrial clusters as the development main body of ethnic areas, from the global value chain and the local industry chain, national history and culture and present civilizations, industrial transfer and national development opportunities, innovation and environment to study the ethnic economic development, to study the ethnic economic development under the effect of internal and external forces.
