With the global economic development, people's living standards is improving, people pay more attention on food quality. But in recent years, the situation of the food quality is not optimistic in lots countries, food quality events occur frequently. Such as in 1999, the Belgian occurred "dioxin-contaminated food" event, Belgium has suffered huge economic losses.In 1999, the United States listeriosis outbreak events. This is the most serious food poisoning incidents which caused by consumption of food with Listeria monocytogenes in American history. in 2000, some milk contaminated with Staphylococcus aureus, resulting in 145 000 people suffering from diarrhea, vomiting, and other diseases in Japan. Since December 2003, avian influenza has havoced in Asia and more than 10 countries and regions,caused ten millions of poultry were slaughtered, human disease deaths increasing year by year. In recent years, China's food quality events happen very often. In 2003, China's Fuyang City, inferior milk powder incident took place, resulting in a lot of babies who consume inferior milk powder died of malnutrition. Zhongyang County in 2005 occurred in China's Sichuan Province capital of Streptococcus suis infection in humans, killing 36 people were killed; in 2008, China has "Sanlu milk" incident, to the quality of our food has created a significant threat.Many scholars believe that the Government plays a very important role in the food quality supervision, in that case, to ensure food quality, the Government's supervision and control over the food supply chain is necessary. However, due to the limited resources, supervision of each micro-economy on the food supply chain is different. Besides that, food quality of each micro-economy on the food supply chain is different too, it's impossible for the Government to supervise all the micro-economies as the same. Therefore how much supervision and control over the micro-economic subjects government will take is an important aspect of government supervision and the safety of food quality.This paper use the electrostatic field of theoretical physics to investigate the Government's supervision on various micro-economies in food supply chain. Paper combined Electrostatic field theory with real regulatory activities of government, analyzed the similarities between the two, and then put forward the concept of government regulation field, and then constructed the model of government supervision based on electrostatic field theory. Government supervision model can help the government take different supervision on various micro-economici in food supply chain. To help the government under the premise of ensuring food quality ,the resources can be effectively applied. In order to verify the accuracy and usefulness of the model, the paper finally take M supermarket as a study case, applied the model of government supervision in food supply chain of circulation.Paper is divided into six chapters, Chapter III, Chapters IV and V is the focus of the paper. The first chapter introduces the research background, purpose and significance, summed up the research status and made a brief evaluation of the research status. The second chapter will briefly introduce the theoretical basis involved, including the theory of the food supply chain, government regulation and electrostatic field.In the third chapter,the necessity and feasibility of the model of government regulation was analyzed. First, the status quo of our food supply chain was analyzed from the four areas of the food supply chain, to sum up the quality of our food supply chain. Then the status quo of government regulation of food supply chain was introduced, and the existing problems of it were summarized. In the analysis of the status of government regulation of the food supply chain, the necessity of government regulation of the food supply chain need was analyzed from the angle of public administration, administrative management and market failure. Then next, the activities of government regulatory were described from four links of the food supply chain. A simplified model of government regulation was summed up. Finally, the basic nature of the electrostatic field was introduced. Based on the simplified model of government regulation, the similarity between the government regulation and the electrostatic field was analyzed. Those could be shown that the feasibility of the electrostatic field theory applied to the government regulation of food supply chain. In the fourth chapter in the Model analysis of the necessity and feasibility of proposed based on the concept of government regulation field, build a model of government control of food quality and to determine the parameters of the model .To use of electrostatic field theory, the activities of government regulatory elements involved in match elements into the regulatory field, and build a model of government supervision. Government supervision model has four parameters, namely the constant supervision of medium P, control power source charge Q, the charge control testing and monitoring of the source of electricity q test charge and supervision of the distance between charge r. Model of government supervision and four parameters were analyzed to determine the significance of each parameter represents, for each parameter influencing factors and evaluation methods. Model P refers to the supervision of media regulatory environment, to evaluate from a good degree of symmetry from the market information, consumers and society. Monitoring the source charge Q show the monitoring capabilities that government regulatory agencies can provide, monitoring the quality of food from the various regulatory system to evaluate the degree of perfection. Regulatory test charge q show the level of food quality to a micro-economy in the food supply chain. Charge of electricity regulation and supervision of testing the source distance r between charges, said the credibility of the object level of control. In the last of the fourth chapter , the model is analyzed. The fifth chapter selected the M supermarket in the circulation as an application, and the food application stands for the condiment of M supermarket. The data is collected though questionnaire , and we analyze the data by SPSS16.0. we use AHP, entropy weight and fuzzy evaluation method to calculate the values of various parameters though the combination of questionnaire data and actual data of M supermarket. Finally, the obtained control power source charge Q is 3.039, the value of dielectric constant supervision is 3.127, M supermarket's food quality level is B-class. Therefore, the value q is 2, M supermarket credit rating is A-level, so r = 7. Then, the paper analyzes the relationship between r and q and when Q is 3.039, the value of dielectric constant supervision is 3.127, the supervision F of the five range and each range, the government should adopt the regulatory measures. Finally, the paper calculated the supervision value of the M supermarket is 2.715, combined with the scope of the previous section know that the government should adopted measures to M supermarket, and the measures is same with the reality. Thus it proves the accuracy and utility of the government control model.Paper's result have theoretical and practical significance. Theoretical significance reflected in these aspects ,first this artic put together with electrostatic field theory and government government supervision activities , second analyze food qualitywith the quantitative analysis,third built model of government supervision. Practical significance is the model of government supervision can help the Government supervise micro-economy of the food supply chain with suitable intensity.the government not only ensure food quality, but also improve the efficiency of government resources.
