Chinese state-owned land right was auctioned firstly in Shenzhen in 1987.from then on the reform of urban land utilization system started in China. Through more than 20 years exploration, Chinese urban land paid utilization system has already been established and the state-owned land market in the city has already taken sharply.Owing to the development of China's urban land market shorter,In the land market there are some questions:such as land supply uncontrolled land extensive use and waste of the land resources, serious loss of state-owned land revenue.In response, many local governments in China are continuing to actively practice and exploration.In this case, the Land-Banking system has become an important way and means to settle the above problems. Land-banking system, China's land supply system an innovation,are considered as the second revolution in the land system following the household contract responsibility system.It is the practice of China's land use system reform process, drawing on foreign experience in the Land-Bank to develop.The Land-Banking system played a positive effect through some cities practice, promoting the improvement of the land market. So many regions have followed the system to establish the urban land bank system, the state also require as the current an important policy to strengthen the urban land market administration.China's current Land-bank system are the government or government-authorized agencies on accordance with legal procedures, using the market mechanisms, owning to the overall land using plan and the urban plan, through the right-lawful recovery, acquisition and expropriation of land to obtain pre-development and to be reserved, to supply and control of urban land use needs of all types of construction of the land management system is the process of deepening reform of land use systems in the system innovation. Since a few years of practice, the implementation of the Land-banking system in regulating the land market operation, protecting the overall land use planning and urban planning effective,accelerating urban renewal, promoting of the urban construction, activating the real-estate market and increasing the local fiscal income play a positive role.However, with the continuing deepiy of practice, all kinds of the probiems taking on further theory research also will be started.This paper tries to explore mechanisms from the Land-banking system to improve the efficiency of the measures of Land-banking institutions, integrated use at home and abroad related to theory of the Land-banking institutional economics analysis, urban economics, macro-micro economics theory and so on. From the city Land-Banking functional situation,financial support mechanisms theory and so on combined with financing model of the urban land-banking at home and abroad and drawing on practical to conduct in-depth study and useful to explore of China's urban land bank, in order to provide decision support to it. The main contents include:Firstly, after reading the documentation and related information, then basing on the premise to explain the background and significance of writing papers, summating in domestic and foreign scholars on the Land-Banking research results. As well as presentations and comments domestic and foreign scholars on the land reserve system research result.making clear the basic meaning of the land-banking system and reviewing at home and abroad theoretical research on the land-banking system.Secondly, the discussion summarizes at home and abroad on the land-banking related to theorized. First of all defining the banking system, then introducing the United States, Japan, Germany, Canada, this developed countries situation on the Land-banking and leading to the origin of the banking system of China's land, the development, the status as well as the running mode analysis.Thirdly, introducing to establish the land-banking economics basis.the banking system. Explaining the land-banking system theory uses the Marx's theory of the relevant land, land supply and demand theory, market failure theory, the government's public management theory and location theory.Fourthly, focusing on the function positioning as well as its financial support mechanisms, on China's urban land-banking system. In the first place according to the United States, Germany, Japan and the Mainland region Hong Kong, Taiwan urban land-banking system practice,combined with success experiences in some cities in China, summing up China's land-banking functional situation; then further discussion of the urban land-bank financial support mechanisms.This part through analysis of China's urban land-banking capital requirements and using characteristics as well as introducing foreign cities financing mode. Throught China's urban Land-banking of the current situation and problems systematic analysis and combining to the reality in China.Thus designing to accommodate our own urban land-banking financial supportion frames.Finally, through anglicizing China's urban land-banking system problems and their causes.Pointing out China's current urban Iand-banking system development process exists, such as:urban land-banking system status unclear, due to lack of supervision leading to the phenomenon of the corruption and rent-seeking during operation; and so on, then putting up the establishment and improvement of urban land-banking system, such as:the establishment system of the government-mandated urban land-banking operations, improving its laws regulations, strengthening sectors coordination, establishing of monitoring mechanisms and so on.
