Study On The Performance And Inflencial Factors Of Financial Support For Rural Land Transfer

The rural land transfer in our country has accelerated the process of agricultural industrialization,scale and intensity.The further development and perfection of rural land transfer is not only the direction of future rural reform but also the inevitable trend of development which accords with the economic rules.The development of rural land transfer is faced with arduous and complicated tasks,which call for a serious of relevant supporting measures,among which the guided financial capital injection and the guarantee of fund supply are the indispensable key steps to promote the rural land transfer.The number and scale of rural land transfer are largely depends on the effective optimization of financial factors.Consequently,to improve the efficiency of financial support of rural land transfer,to meet the reasonable and effective financial needs in the process of rural land transfer and toprovide long-term,stable and effective support for the rural land transfer are not only the requirement of rural economic development but also a must for the healthy development of financial industry itself.This dissertation adopts the combined methods of normative analysis and empirical analysis to carry out comprehensive research.An econometric analysis is made based on documentary analysis,statistics,experts' investigation and farmers'questionnaire and the methods such as case study,Delphi method,AHP(the Analytic Hierarchy Process),Fuzzy Comprehensive Evaluation and Deng's Grey System Theory are employed.On the grounds of combing the relative documents and drawing lessons from relational theories of rural finance,rural land transfer and performance evaluation,the evaluation index system of financial supporting performance for the rural land transfer is designed.Through the case study and empirical analysis of each test area,this dissertation carries out performance evaluation and comparative analysis of financial supporting for rural land transfer and analyzes the key influential factors of financial performance for rural land transfer in an effort to provide strategic suggestions for improving the financial supporting performance and constructing financial supporting system for rural land transfer.This dissertation is divided into five parts:the first part goes to the first and second chapter,which illustrates the background of research,the review of related researches' point of view,the researching objective,content,method and thought,the definition of relative concepts and theoretical foundation.The second part falls into the third chapter,which starts from the angle of the equilibrium of supply and demand to analyze the supply and demand subjects,characteristics,and imbalance of supply and demand of financial supporting for the rural land transfer.The third part includes the fourth,the fifth and the sixth chapter,which designs the evaluation index system of financial supporting system for the rural land transfer.Through the case study and empirical analysis of each test area,performance evaluation and comparative analysis are made.The fourth part is the seventh chapter,which makes a design of influential factors index of financial support for rural land transfer.Taking Sha County in Fujian province as an example,this dissertation chooses Deng's grey relational system theory and mode to carry out empirical analysis of financial supporting influential factors for rural land transfer.The fifth part embraces the eighth and the ninth chapter,which makes a summary of researching result and offers strategic suggestions to enhance financial supporting performance for rural land transfer and construct efficient financial supporting system for rural land transfer.This dissertation achieves the following four aspects of results:First,economic performance evaluation index of financial support for rural land transfer is designed from the four aspects of financial support degree,financial support satisfaction,financial support efficiency and reasonable degree of financial support structure.Through the adoption of experts' investigation and the application of AHP to calculate the specific weight of each index,a conclusion has been arrived at:in sequences the top six numbers of the second level indexes are the land scale management index X31,financing cost X35,absorption index of external fund X32,sales network coverage X11,the growth rate of the rural land transfer loan X13,variability index of farmers' net income X34.Second,an investigation of financial support for rural land transfer in Fujian province is carried out to have an understanding of the current situation of Fujian financial support for rural land transfer.According to the designed performance evaluation system and the first-hand data through spot investigation and research,fuzzy AHP is applied to evaluate the financial supporting performance for Fujian rural land transfer.Its result shows that the financial support performance for Fujian rural land transfer belongs to medium to low level,its efficiency calling for further enhancement.Third,case study is done to the test areas including Liyang City Jiangsu Province,Yangling District Shanxi Province,Tongxin County Ningxia Autonomous Region,Yiyang City Hunan Province.Through the comparison of characteristics,a conclusion has been drawn:the economic efficiency index of financial supporting mode in the form of stock-cooperation of rural land is 125.4>the index in the formof rural land trust 156.1>the index in the form of rural land mortgage loan 87.6.Based on the investigation and research data obtained from Sha County,national-level test area of financial reform,empirical analysis is made to the performance of several supporting mode for rural land area.The result indicates that the priority order of comprehensive performance of each mode is:the stock-cooperation of rural land>the rural land trust>the rural land mortgage loan.The two comparative researches both show that the financial supporting mode which has the higher market degree can produce the better economic benefits than the lower market degree one.Fourth,the influential factors index of financial support for rural land transferare designed and the relative statistics are collected centering on the four dimensions of financial supporting objects,financial supporting environment,legal and system circumstance,the development and degree of the third development.Taking Sha County,Fujian Province as an example,and resorting to choosing Deng's grey relational analysis empirical analysis is carried out toward the influential factors of financial support performance for rural land transfer.The results show that among many influential factors,the inner influential factors such as efficiency and supporting ability of financial institutions,the agricultural production efficiency and rural land resources endowment are the key influential factors.The research of this dissertation enriches the financial support theory for rural land transfer,which contains certain theoretical significance.Based on the research result,the strategic suggestions are offered to improve the financial supporting performance for rural land transfer and construct high efficient financial supporting system for rural land transfer,such as the improvement of financial organization system for rural land transfer,the innovation of financial system mode and financial service products for rural land transfer,the establishment of the risk sharing mechanism of mortgage loan for rural land transfer and the perfection of the supporting system of financial services for rural land transfer.The dissertation provides beneficial reference for the practice of financial support for rural land transfer,containing certain practical significance.
