Research On The Service Mode Of Social Insurance In Luogang District Of Guangzhou City

Concern as a typical fundamental public service or product, the essential of social insurance is both maintaining the justice of the whole society and improving the welfare for all citizens. The five kinds of social insurances which could satisfy the most requirements of the crowd widely cover the whole country. Although governments make efforts on emphasize the necessity of equalization of public service for minimizing the gap of district development, their policies still fail to achieve that expectation sometimes. Currently, the mode of social security rating agency could not catch up with the rapid development of social security generally and exhibits its inconsistence with the idea that two levels of government, three-level management, four levels of service since it could neither provide convenience for the insurant as it could not satisfy their demands, nor improve the efficiency of management. Meanwhile, several drastic problems like the rapid increase of load in social insurance managed service, the deficiency of service resources in social insurance, the insufficiency of method also bring the negative effect. Confronting the increasing workload also the much larger number of insured, it is significant to adopt effective measures to improve the efficiency of service and assure the enforcement of each policy. Through analyzing the current situation of service of social security in Luogang District, the thesis attempt to propose several measures of mode in social security service. The topic of thesis has a significant meaning of the maintenance of social justice, the improvement of social security service, the maintenance the stability of society and the construction of Guang Dong province..Refers to public service theory and others, and applies the method of document inquisition, the thesis analyzes not only the current situation of social security service in Luo Gang District but also social security service in other places. In addition, focusing on the equalization of basic public service, the thesis proposes a standardized management method of social security service, which concerns about the establishment and improvement of the criteria of social security service, the construction of a service down and management up mode in service, the reconstruction of business process, the enhancement of skills from staff and the popularization of Internal audit information System and the service mode of service down in order to have a positive effect on both the government’s reputation and management efficiency of social security.
