As the rapid development of heritage tourism and the phenomenon of heritage damage increasingly highlights, the protection and development of the World Natural Heritage has turned into the debate focus of UNESCO and the international academic community. Based on China's tourism resources assessment standards and foreign research results, this paper divided the World Natural Heritage into seven areas, such as environmental values, aesthetic values, tourism values, historical and cultural values, spiritual values, scientific research and educational value, economic value. The research was divided into the tourists, local residents and local government of Zhangjiajie, in order to find their value cognitive differences on the World Natural Heritage, discuss the reasons for the destruction of natural heritage from the value-conscious perspective, obtain the enlightenment of the natural heritage development which derive from value cognitive differences, so as to promote the sustainable development of world natural heritage.There are five chapters in this study. Chapter One, the author firstly introduces the subject-selecting, and next makes a detail review of both abroad and domestic literatures on studies of cognitive differences in the value of the World Natural Heritage. Then the significance, content, methods were presented. Chapter Two, The related concepts on the value of the World Natural heritage and tourism were introduced. Chapter Three, research and design. Included the design of the questionnaire and the introduce of the sample survey methods and sample selection. Chapter Four, the analysis of results and discussion. That is based on the analysis of data, obtained the value of cognitive differences of local government, local residents and tourists, in order to provide an empirical basis for explain the three groups treat the tourism heritage sites with different attitudes. The Chapter Five is the study conclusion and prospect, also the study limitation is pointed.The study concluded that:the greatest difference refers to the economic value, tourists think that in terms of economic value for the World Natural Heritage is the least important, while local residents and the government believes that the importance of the economic value second only to environmental values in a relatively important position; As to the ownership cognitive of The World Natural Heritage, tourists believe that the World Natural Heritage should be owned by local people, while local residents and the Government consider that the World Natural Heritage should be owned by people around the world; As to the awareness of the responsibility to protect the World Natural Heritage, local residents and the government consider it is the primary responsibility of local government, tourists believe that the primary responsibility protection of the World Natural Heritage is local tourism enterprises.
