A Research On The Development Mode Of County-territory Circular Economy

In recent years, China's economy is developing with a high speed, but the traditional way of production with the characteristics of high consumption of resources, large amount of waste water and residue, low scientific and technological content, low added value, poor economic returns, has not been fundamentally changed. Promoting the development of circulation economy is not only beneficial to changing the pattern of economic growth, adjusting the economic structure, furthering energy consumption reduction, solving resources and environmental problems, but also helps deal with climate change and create new strengths in the future for China's development.Yongxing is the second experimental county of recycle economy construction, which realize comprehensive recovery of raw materials to resources. Around nonferrous metal, Yongxing county has been built development pattern which is called "one park, seven region", its main products are gold, silver and other nonferrous metal. In Yongxing county, circular economy has chalked up its first win, but there are still many difficulties, such as low industry chain, limited coverage. In order to earnestly implement the policies of reducing greenhouse gas emissions by conserving energy, developing circling economy is becoming more and more important in Yongxing county.In this paper, based on studying the theory of circular economy, through analyzing research trends, learning from the advanced recycling economy development model, taking development of circular economy in Yongxing County, which is located in Hunan Province as a case, combining with the actual development of the county, it realize its ultimate purpose which is to propose the development of models.According to research content and steps, full review can be divided into five parts, there are preliminary remarks, fundamental theory of circular economy, evaluation of circular economy development in Yongxing County, circular economic model building and the implementation of circular economy development pattern insurance system. Main methods of this paper are qualitative analysis and quantitative analysis. Qualitative research method is mainly used in socio-economic development situation, the current development situation of circular economy development, SWOT analysis about the environment on the circular economy; quantitative analysis is AHP(Analytic Hierarchy Process)which is used in comprehensive evaluation of Yongxing County recycling economy development level. Based on the combination of two methods results and the principle of circular economy which is "reduce, reuse, recycle", through the establishment of industrial ecological chain which use to promote the material and energy flow of the multi-stream use and recycling, this paper has to focus on three industry cycle model of economic development. And to further ensure that the actual operational mode, this paper presents the corresponding security mechanisms.
