Hunan, located in China's hinterland, held east, connected west and combined with the end of south, has a important development strategic position. Hunan vigorously promotes the new technologies of energy-saving emission reduction, uses the high and new technology to transform high-energy-consuming industries, speed up the development of high-tech industry and brings into play itself comparative advantage. To achieve "technological leap" in a variety of factors and multiple challenges is the effective path selection to shorten the gap with the developed areas, which plays an important role in promoting the rise of central China and overall construction of China's economic. It will make Hunan technology get great-leap-forward development through measuring the ability of technological leap in Hunan, choosing a practical model of technological leap and seizing the opportunity.This paper proposed three technological leap modes which are along-track-based technology leap mode, deviance-based technology leap mode and technological leap mode base on precession methodology after consulting relevant literature at home and abroad and conducted a detailed study. AHP model was used to estimate the technological leap capabilities in 13 cities, states, Hunan (not contain the city of Zhangjiajie) then proposed appropriate to their chosen mode of technological leap for the city, state with different technologies leap ability. Changsha, Zhuzhou and Xiangtan are suitable to choose along-track-based technology leap mode due to their technologies leap ability were top three in 13 cities, states, Hunan. Hengyang, Yueyang, Changde, Loudi, Chenzhou, Shaoyang, and Yiyang are suitable to choose technological leap mode base on precession methodology because their technologies leap ability are relatively weak. However, Yongzhou, Huaihua, and Xiangxi autonomous prefecture are suitable to choose deviance-based technology leap mode due to the lowest technologies leap ability. Then technology leap goals were proposed. Short-term goal is to strive to become the technology strong province in central regional and long-term goal is to reduce the gap with the developed Yue,Su,Lu, and strive to catch up and surpass Jing,Hu,Han. Make Hunan province to become highly economic, social progress and advanced technology.The path of technology leapfrogging should be based on the information industry and high-tech industry, use the industries of information and high-tech to transform traditional industries, use IT to propel industrialization and take a new road of industrialization to achieve a technology leap and economic development in Hunan. Finally, countermeasures was proposed for technology leapfrogging of Hunan from three levels of enterprise, industry and government.
