With the growing of housing system reform of our country, mainly residential real estate to become one of the leading industry in the national economy. Therefore, to speed up housing construction and start of residential consumption become a new consumption hot spots and economic growth point. Individual housing consumer credit are loan services which provided by banks and other financial institutions to meet the needs of the residents to purchase a home, it is the inevitable choice that help socio-economic development and the banking and financial development. The development of individual housing consumer credit can effectively increase the demand for housing consumption, housing demand will inevitably bring about an increase in real estate development. The development of individual housing consumer credit has the great significance in the promotion of growth in consumer demand and development of economics.This paper first reviews the relevant theories of consumer credit, analyzed the housing consumer credit of Hunan Province, pointing out that the current housing consumer credit is divided into individual housing provident fund loans, commercial individual housing loans, individual housing loan portfolio, individual commercial buildings loans and second-hand housing loans. Individual housing consumer credit is retail sales business, policy and long-term and risky and regional characteristics. In recent years, with a sustained, rapid growth of economy in Hunan, individual housing consumer credit also gradually increase, and has great scope for development, mainly because the housing industry's development is a strong anchor for economic growth in Hunan, and the present potential demand for housing in Hunan Province is large, housing conditions of residents in the reality of Hunan Province has provided a broad space for the development of housing consumption credit business. Although a huge space for development, but the development of current individual housing consumer credit of Hunan Province is also subject to many factors and constraints. Mainly reflected in the following three aspects:1, the constraints of supply of individual housing consumer credit, such as the financing channels is narrow and the loans mode is poor; 2, insufficient of effective demand of individual housing consumer credit, mainly due to the weak of affordability of households and the imperfections of secondary housing market; 3, individual housing consumer credit business is very risky, including interest rate risk, liquidity risk and credit risk. To solve the above problem, this article separately from the market conditions and individual housing consumer credit demand and supply sides had a cause analysis, and reference to the success patterns of housing consumer credit of the United States, Singapore and Germany, that to establish a good personal housing consumer credit environment, we must market-based mechanisms to establish and improve the housing finance system, and at the same time also needs to strengthen the Government's support for efforts to actively develop the secondary mortgage market.This paper argues that to improve individual housing consumer credit market in Hunan Province, to strengthen market monitoring and guidance, while financial institutions and individual consumers should also take an active response. From the market environment, should standardize and improve the real estate market development, strengthening government oversight, improve the individual credit system to further improve and perfect the secondary housing market, in addition to increasing the protection of housing investment to alleviate the contradiction between supply and demand in finance institutions, we should accelerate the development of mortgage-backed securities, improve the quality of services of financial institutions and implementate the differentiated credit policy to guide housing consumption reasonable; consumers should change consumer attitudes, the formation of healthy and reasonable housing consumer psychology to enhance their financial capacity and credit awareness, and actively promote the Hunan province individual housing consumer credit market to developed more healthy and stability.
