The role of Private enterprises is increasingly outstanding in China's economic development and also pivotal in the promotion of employment currently, which is concerned by the government and scholars. To a large extent, private entrepreneurs effect development of private enterprises, so to promote the generation of private entrepreneurs and improve the quantity and quality of private entrepreneurs has become the most pressing current. This paper, from the perspective of human capital, review the relevant theoretical results to establish theoretical basis. We defined the private entrepreneurs and their generation process based on theoretical basis, which provides a guide of general process. According to the article, the generation of private entrepreneurs is actually human capital accumulation and value realization. We divide this process into three phases:obtaining internal qualification, obtaining social qualification and realizing human capital value, and make a profound analysis of the contents of all stages by models.Based on the study above, the private entrepreneurs in Gansu Province is on the list of our survey, analyzing the result of survey. With earlier theoretical studies and survey results, we have proposed the generation of private entrepreneurs in Gansu Province, and also summarizes the characteristics:rich in human capital reserve, intermittent phase transformation and less realization conditions of human capital value.Nextly, this paper proposes countermeasures from the perspective of private entrepreneurs and government, which is mainly aimed at how to carry out their own human capital accumulation and what role government should play. Finally, this paper Summarizes the research findings and prospects of future research.
