Russia's "Three-pillar" Pension Systen And Its Application In China

Coming into the 21st century, more and more countries and regions entered the aging. In response to the aging crisis, governments have reformed and improved the country's pension insurance system. The "three pillar" pension model which proposed by the World Bank, adopts the advantages of the PAYG system and the Part Found system and has a great inspirits into reform and improve the pension insurance system.The first part of the article describes the set of the "three pillar" pension system and the basic construction point of the "three pillar" pension system. The second part of the article:analysis of the "three pillars" insurance system in Russia's practice and the government action; summed up the implementation framework of Russia's" three pillars" pension system; review of the social background of Russian's" three pillar" pension system establishment and the process; analysis of the problems encountered in the establishment process of the Russia's "three pillar" pension system and related countermeasures in a detail; analysis of the social effects of the Russian "three pillars" pension insurance system for implementation; finally summarizes the Russian government action in the process of establishing and improving the system.The third part of this paper: combination of the problem of population aging and the status of old-age insurance system in China, analysis and comparison of the similarities and differences in pension system implemented background and operating conditions; investigating the feasibility of the "three pillars" insurance system in China, learning the basis establish point of the "three pillars" of pension insurance system and the experience of Russia; putting forward the basic idea of building "three pillars" pension insurance system and the basic problems need to solve and related countermeasures in our country.
