In the last decades of the20th century, aging crisis spread rapidly through theworld.”Endowment insurance” is one of the hottest topics among the people from all works inthis very important moment. China’s population ages began at the1970’s, and it crossed intothe gates of population aging in2000. Since the establishment of the republic, social securityconstruction had to be rebuilt from scratch. After decades of exploration, social endowmentinsurance in our country has already begun to take shape, but it faces many problems aboutsystem, architecture and operation procedure and so on during the implementation process.With the continuous development of the economy, the people’s livelihood has increasinglybecome a key topic of the whole society’s general concern, then, the accompanying series ofreform calls perform one after another.The improvement of the people’s livelihood havebecome the necessary means of promoting economic development and maintaining the socialstability. Since The Social Security Act of1935published in America, the continuousimprovement of the three legs or the old-age security system became all rushed to follow theexample of model.This dissertation starts from the problems of old-age security system in China, and itanalyses in a deep way with the American endowment security system. Compared to thedifferences in system construction and the operation process and so on between two countries,this paper will look for which part in United States old-age security can be used in our nation,and put forward the direction of the establishment of China’s old-age security and theannouncements of it.
