Gansu Province Microfinance Loan Policy Effects

The employment problem has always been our economic development process in a difficult problems, rapid growth in the economy at the same time, the unemployment rate continues to increase, the unemployment levels are changing. The level of economic development in Gansu province relatively backward, plus the fact that in recent years due to accelerate industrial restructuring, deepening the reform of State-owned enterprises, resulting in a substantial increase in unemployment, the pressure of unemployment. In order to solve the problem of employment difficulties, Gansu Provincial Government introduced a series of policies, including microfinance loan policy, the target is to venture to improve employment.Gansu province microfinance loan policy since 2003, since the implementation of the reform of State-owned enterprises for the support, promotion of employment of unemployed persons, service of social harmony and stability, to change social employment concept played an important and positive role, effectively promoting the expansion of employment regulation goals, but the policy in the implementation also appeared in a number of issues, thus affecting the policy effects.This article is divided into four parts. The first part explains the microfinance loan policy implementation of theoretical basis; the second part summarizes a small amount of Gansu province loan policy development and implementation of the survey; the third part of the selection of appropriate measurement methods and variables in Gansu province microfinance loan policy effects empirical analysis; the fourth part in the empirical analysis, the transmission from policy defects, leakages, departmental unclear perspective explores the influence of the small claims in Gansu province loan policy effect of factors, and made recommendations accordingly.
