Low-income Families Housing Security Research

Housing security system as an important component of social security,not only related to the city of the living standards of low-income families,but also social justice,social harmony.Launched in 1998,the reform of housing allocation started the real estate market,and promoted urban economic development rapidly.A significant improvement has happened in the Shanghai people's living conditions. While,the great success in the reform of housing allocation has achieved,some low-income families have not received the attention they deserve.As the purchasing power of low-income families can not buy expensive real estate to improve poor living conditions,the Government has the responsibility to provide these income levels families with low-cost housing and affordable housing. Housing security system as an important component of the "people-oriented" project has fully reflect the party's Governing philosophy,which has related to the great project of establish harmonious society.In order to realize social fairness and secure the habitation of Shanghai city dwellers,especially the middle and low-income dwellers,the government must make effective measurement to solve the housing problem of middle and low income family.The article has divided into four charter:Charter 1:the charter focus on the basic concept and theory of housing security,housing has both commodity and social security attributes,the defects of market in housing allocation and the government has the primary responsibility in housing security.Charter 2:the charter depicts the history of Shanghai housing security.Before 1998,housing had allocated as welfare,and the shortage in supply is main problem. After 1998 the housing allocation reform has greatly improved the living condition. However,for a low-income family limited capacity to pay their housing is a major problem.Chapter 3:Analysis of the Shanghai high-income housing status,as well as ordinary income from the purchase of real estate pressure,especially in low-income families through the purchase of real estate.Charter 4:Introduced the experience of developed countries,housing security, and proposed multi-level housing security system:the development of low-cost housing,affordable housing and fixed-price housing.At last,we can see in the future, with the income level increase,the housing security level decline.
