As knowledge-based economy develops, the environment of enterprise management has changed and entered a new era of strategic management. The traditional performance evaluation, with the center of the interests of stockholders and the focus of financial indicators, has become out-of-date. In the present competitive times, focus on enterprise business strategies, combination of financial and non-financial data and consideration of interests of stockholders as well as that of other interest-related people have become especially important. Based on a thorough study of advanced foreign theories on performance evaluation and relevant knowledge of management, this paper develops a study on the performance evaluation system of enterprise based on strategies.This paper firstly compares and analyses the advantages and disadvantages of EVA(economic value added)and BSC (balanced scorecard),the two presently advanced evaluation indicators, on the basis of which it puts forward a new evaluation method—EVA. In this new method, from the view of sustainable development, with the guide of strategy, the paper establishes a new multidimensional operational general frame of performance evaluation, which includes financial and non-financial indicators, quantitative and qualitative indicators and also process and result indicators concerning the following four aspects:finance, customers, internal process and development. Because different enterprises have different characteristics and hence have a different strategy and strategic objectives, it builds a effective, operational system of performance evaluation with AHP (analytic hierarchy process)as the criterion for the evaluation of different indicators. Finally this article illustrates applies it to a specific example to test its scientific and practical value.
