Talents Reserve Project Construction In Shanxi

Along with the continuous expansion of college enrollment, the supply of college graduates have risen gradually, which makes the college students employment difficult seriously, and the phenomenon has been drawing extensive public attention. Meanwhile, slowered global economic growth rate and increased organic composition of capital make the employment of the community decline, which result in an even worse situation of graduate employment. Continuous expansion of college enrollment and stagnancy of economic growth speed, absolutely increasement of graduates and relative decreasement of social employments make college students employment and unemployment be not just a simple issue of the education system, but also a political issue of social stability and national harmony.In recent years, despite high attention government paid to the employment of college students and a lot of policies of alleviating employment contradiction implemented hard, the unemployment problem of college students hasn't been eased fundamentally, and the unemployment rate has been still rising year by year. The unemployment rate of college students was no less than 30% from 2008 to 2009. In this situation, a good talents reserve project construction would ease the difficult employment of college students, and do well national talents reserve, which is really significant for both purposes.Shanxi, an underdeveloped province in the centre of China, whose graduate employment issue has been becoming more and more seriously. In this situation, the condition including industry, speciality, region, salary and so on of graduates employment in Shanxi Province in recent years was analyzed respectively using related theories including talents studies and strategic human resources etc. Talents supply and demand in Shanxi were gotten by theoretical analysis and data reasoning and a talents reserve project system in Shanxi was built combining the status of talents resources and talents reserve. According to this system, correlative measures were advised in order to release employment pressure, speed up regional talents construction and promote economic development and technological progress.There were six sections in this paper. The first chapter was an introduction. The study background, significance and methods were described respectively in this part; The second part was the related theories and literature review; The employment status of college graduates in Shanxi was analyzed overall in the third chapter. Meanwhile, the current problems including disciplines, employment compensation, employment industry, career unit etc. In Shanxi graduates were showed and analyzed from both subjective and objective aspects; The current total talents resources and the current situation of talents qualifications, talents age, talents title and talents distribution structure were discussed and talents reserve problems were pointed out to build realistic foundation platform for talents reserve project system in the fourth chapter; The fifth part of the paper analysizes the correlation betweeen the difficult employment of the college graduates and talent reserves, pointing out that the two are complementary and mutual promotion;Chapter six was the points and difficulties of the paper. According to the difficult employment status of college graduates and the shortage of talents resources in Shanxi, Shanxi talents reserve project system was established based on Shanxi college graduates to solve above problems. The necessity and building principles of talents reserve were discussed through expert advice and research institutions, on the basis of whom, Shanxi talents reserve training project, reserve system and output system were built respectively and implementation measures were advised; The seventh chapter was conclusions and prospects of this paper.There were a few main work and innovations in the thesis. Firstly, based on the anaysis of Shanxi talents reserve status, the information query, the summary of theories review, field research and consulting, so much basic work was done for building talents reserve system. Secondly, Shanxi talents reserve project system was built based on training system, reserve system and output system. In order to achieve some fruitful results in the process of alleviating difficult employment of university students and promote economic development and technological progress in Shanxi, some specific measures of optimizing talents structure were proposed.
