Research On Procurement Bid And Evaluation DSS Of Heavy Machinery Manufacturing

Procurement bidding is one of international purchasing ways which more and more enterprises in China frequently use for procurement.Heavy machinery manufacturing industry is our basic industries.Due to its industry characteristic , its procurement bidding should be different from other industries.Therefore,the research on procurement bidding of heavy machinery manufacturing industry can exploit more value-added potential to heavy machinery manufacturing enterprises through scientific and systematic evaluation methods.In order to explore effective way of bidding procurement for heavy machinery manufacturing industry,this paper take Taiyuan Heavy Machinery Co.,Ltd (short for TYHMCO) as example and combine with internet bidding decision support project from Taiyuan Science and Technology Bureau.Through the analysis and research of current bidding procurement status and related problems of TYHMCO,this paper is intended to provide targeted improvement and design.By analyze bidding evaluation criteria system and compare applicability of current bidding evaluation methods,this paper apply C2R DEA and weighted ordinal preference TOPSIS into bidding evaluation decision-making process for bottleneck material, put forward two-phase bidding evaluation decision-making model and make related application research.Finally this paper combine computer information technology and improved bidding procurement process, construct procurement bidding and evaluation DSS based on B/S structure after the analysis of function requirements and modular design in order to assist the bidding,tendering,evaluation and decision making process.This bidding procurement DSS realize internet bidding and tendering,model based evaluation process,online analysis to assist supplier selection decision making.Through the establishment of a more complete and effective procurement bidding and evaluation DSS,with application of advanced decision-making theory,it's aim to improve efficiency of business processing and make best use of advantages of bidding procurement.It's also aimed to increase transparency of the materials procurement,eliminate black-box operation behaviors,avoid unnecessary losses and wastage and enhance their market competitiveness.
