Research On The Development Of County Industrial Economy

The county regional industry is the dominant force in the county regional economy, and the determinant of the situation and status of county regional economic development, the level of industrial development is the symbol of the County regional economic.Huaining County is a developing county in the central region, its agriculture takes the most proportion,and the tertiary industry based on the lack of development,only through the growth of industrial economy to promote industrialization of agriculture and to create an environment for the development of tertiary industry, thus boosting the development of county regioal economy. Huaining County "Eleventh Five-Year Plan" point that "to build industrial strength industrial system, accelerate the pace of industrialization and take industrialization as the core firmly,to take a new road to industrialization, accelerating the development of key enterprises and superiority industrial clusters." The development of industrial economy is the core of economic work in Huaining County, at the strategic position of the county's economic development.For the current industrial development of Huaining County,on the one hand, the wholl economic output is at the low position, the industrial structure is not good, the management of business is not mature, on the other hand, having good industrial base, the advantages of resources is obvious, being faced with favorable opportunities for development. It is the subject of study and exploration about how to bring the resource and regional advantages into play,to use the favorable opportunity of national implementation of the citis by Yangtze River in Anhui provice undertaking shifting industris and the expediting integration of Pan-Yangtze River Delta, to catch hold of the opportunities of industry structure adjusting at home and abroad,to choose a suitable path for the development of Huaining County's industrial economic.This paper can be divided into three parts.First, to analyse the current level and point the existing problems carefully on the veiw of total quantity,industrial development,industrial,park construction,items building and business management,and compare the level of industrial development with national-hundred counties,Big Ten counties in AnHui provice and the level of industrial devlopment in the city of AnQing,thus make a sketchy asessment about its industrial development.Secondly, to analyse the historical path of industrial economic development about Huaining County, from the view of industrial stage of development,production structure,ownership structure and so on.Finally, to analyse the opportunities and challenges about Huaining County,from the view of situation and environment at home and abroad, thus present the principles and of economic development,and prob the path to achieve the objectives.This paper argues that to achieve the objectives of industrial economic development objectives, the following measures should be adopted, first, to speed up the pace of technological innovation, change the way of economic growth and build competitive advantage. Second, to strengthen the county industrial park, promot the development of rural industry gathering area, bring combined effect into play. Third, to attract investment, accelerate the pace of undertaking industry transfer, and take the implementation of outward-looking economic strategy. Fourth, to enhance the skills of qualified personnel, to provide manpower for the industrial economic development. Fifth, improve the investment environment,building service system of industrial economic development.This paper based on a wealth of first-hand information, regional economics, industry economics, econometrics, and other related knowledge are used,through comparative analysis, quantitative analysis and other analytical methods, Huaining County's industrial development path is studyed,there is some theoretical and practical significance.
