China's the third sector have been an important force in the development of economy and society because of it rapidly developing and diversified types and extensive areas of activity. In addition to self-reason such as the lack of funds and the low level of human-resource,the external environment such as the imperfect and incomplete legal system and the management of contolling but also impact the development of the third sector. Although,therw are still some self-conditional factors and some obstacles coming from exterior system cincumstance,the third sector are facing an all time historical development opportunity along with promotion of social democracy and development of administration management system reform.At the same time,administer idea and management mode of government have meet an important adjustment and alterant chance.Slecting the private job market as a typical representative of the third sector and select the specific city of Hefei as a study area, this article try to give a depth analysis of the industry, to solve the practical problems of this industry and to look forward to put forward my own views on construction policy in the framework of harmonious relationship between private talent market of Hefei and the local government. After the reform of talent market,their promotion of social mobilization and significantly enhance their own influence, not only have been an important force as personnel management service, but also have been an right-hand man for sensitive issues such as employment, entrepreneurship and other social response.China's the third sector are currently confronted with three major challenges:the credibility crisis,insuffciency of professional ability and the governance for the third sector itself.they also face with external constraints such as the system of dual supervision.However, the facts that the third sector have been playing positive roles in many aspects and the central and local goverments have been exploring the reform on dual supervision system indicate that,the window for policy adjustment has been opened to the reform of the administration system of the third sector.The supervised bodies should grasp the opportunities and take effective measures to push ahead the transfer from the system of dual supervision to the unitary system of registration and recording system via a two-stage strategy.china's third sector are stepping into a golden time for development,which expert flexible supervision systems and diversified policy tools from the supervised bodies to ennable themselves to develop on a healthy track. At the same time, the private talent market need the supporting of government, such as the policy, funding.The private talent market also need the focusing on public credibility, strengthen self-regulation and strongly enhance the professional capacity. In this way, The private talent market of Hefei and the local government are mutually reinforcing, both harmonious and positive vision of the interaction will be just around the corner.
