On The Theoretical Connotation And System Improvement Of Rural Dual Management System

The theory of rural dual management system was produced in practice after the Third Plenary Session of the Eleventh, and established for the development of the agriculture and rural area. It is belonged to the category of the theory of socialism with Chinese characteristics, which was written in 1999's Constitution, and became the basic theoretical guidance of the development of agriculture and rural area.The development of the theory of rural dual management system is not smooth sailing, although after more than thirty years of development, the theory has not really been perfect. In fact, the debate about agricultural development in the Eighth Central Committee of Eleventh Plenary Session had buried a foreshadowing on the tortuous development of rural dual management system. The focus of the debate is that the development of agriculture should further improve the rural dual management system, or should strengthen the construction of agricultural social service system. Although the rural dual management system was written into the Constitution, however, in the agricultural development system, it has lost its important position and the agricultural social service system became the development focus.The contradiction between farmers and lands is the basic national conditions of our country. "per capita 1.3 mu, per household no more than 10 mu" is basic description of China's small scale management of agriculture, which is the basic background and conditions of the agricultural transformation in China. Therefore, for China's agricultural modernization, a basic question is to answer how small scale agriculture realizes its large scale socialized production. Whether rural dual management system or agricultural socialization service system construction, their basic concept is to connect the small scale agriculture and large scale production.However, simply agricultural socialization service system construction is still not enough to solve the connecting problem between small scale agriculture and large scale production, which could be explained in the problems exposed in the water conservancy development in recent years. Based on the survey of Shayang County, a typical agriculture and water conservancy development county in the central China, this paper found that, with the marketization and socialization reformation, the water conservancy in Shayang fell into the dilemma, the micro irrigation system with high cost and high risk rising and the large scale water conservancy system collapsing.The meaning of rural dual management system theory also includes public affairs governance of agricultural production, it means that the rural collective economic organizations can carry out the productive public affairs governance. Compared to the general public affairs governance theory, the rural dual management system reflects a certain degree of advantage. On the one hand, in the rural dual management system, rural collective economic organization itself can also be seen as the social public affairs governance subject with the clear economic relation between its members. On the other hand, the rural collective economic organization itself has accumulated the experience of autonomy, which can be used as governance resources. Therefore, the construction of water conservancy system still should choose the rural dual management system as its theoretical basis.Based on the theory of rural dual management system, this paper explores the governance ways of water conservancy, and the content of this part is also the practical significance of the rural dual management system theory. Therefore, we should realize the importance of improving the construction of rural dual management system when we are improving the current system of agricultural development. The research shows that the basic path of improving the theory of rural dual management system:one is to make clear the legal status of the rural collective economic organization as a regional cooperative economic organization; the second is to improve the construction of collective land ownership system.
