Our daily lives are always accompanied by consumption.The quality of consumer market not only directly effects life happiness of the masses,but sort of decides the degree of economic development.One of the major tasks of government supervision is to stabilize the consumer market,thereby improving the sense of happiness and gains of the masses.With the continuous development of technology and economy,the rise of new goods and services in consumer market not only shows its good side,but the challenge to the local governments.To solve the problem caused in market development,the local governments have to take measures and strict management.However,too much intervention for the consumer market arise contradictions between the masses and the local governments,which is not good for social harmony and stability.Based on the general idea of Hainan government supervision to consumer market,this thesis takes electric bicycles in Haikou as an example to get into a broad discussion on the development of electric bike market,relevant laws and regulations and the incident about registered electric bicycles that created such a uproar in Haikou.And on this basis,by using research methods such as data acquisition,field research and data analysis,this thesis starts with issues of social governance caused by the development of electric bicycles and issues of people’s livelihood caused by government supervision.And then it researches into the game between the local governments that follow the logic of order and the consumer market that pursues the logic of profits and marketing.There is the conclusion that in the progress of government supervision to the consumer market,the local government fails to gather enough information about the consumer market and to meet the masses’ demands,with the result that policy-making and assessment consequently become the weak links when the government implements public policy.On the basis of above research,focusing on assessment about the consumer market,emphasizing the positive effects of local colleges and industry associations,this thesis tries to discuss how to organize proper government supervision to the consumer market,proposes some specific feasible measures,and even points out the future direction,which is aims at creating favorable consumption environment,boosting the development of Hainan free trade zones and the exploration of free trade ports with Chinese characteristics.This thesis is also meant to improve the general idea of government supervision to consumer market,and create a win-win situation for the supervision of government to the consumer market,the development of economy and the governance capacity of society,so that provides important referable materials for boosting the development of Hainan free trade zones and the exploration of free trade ports with Chinese characteristics.
