"Enterprises should undertake CSR, entrepreneurs'bodies should be moral blood", this is what Premier WenJiabao warned us. The construction of CSR is urgent requirement to enterprise management against the background of building a harmonious society in China. From the scandal of melamine milk dealing a severe blow to the Chinese milk industry, to frequent mine incidents, quality anxiety of food and drug are all tests for CSR. Consideration on CSR than ever arouses public's concern. But how to evaluate CSR fairly is still in urgent need of China's academic and industry studies. This article chooses the evaluation of CSR as study, builds an evaluation index system based on the stakeholder theory. The aim is to promote enterprises to carry out CSR evaluation, enable companies to balance between efficiency and equity; take on comprehensive CSR for stakeholder; achieve their sustainable development.This paper is divided into five parts:The first part is an introduction, including background introductions, domestic and international literature reviews and research framework, contents and methods description.The second part is analysis for theoretical basis. Firstly we analyze theoretical basis of CSR evaluation by elaborating stakeholder theory and contractual theory. Then based on the stakeholder theory, we define the meaning of CSR, evaluation subjects of CSR and generalize main contents from the rights and expectations of stakeholders according to our country's situation.In the third part, we establish an evaluation index system of CSR from seven stakeholders'perspective including shareholders, creditors, employees, consumers, government, community, environment and resources, and determine index weights using introduction of factor analysis.In the fourth part, we take 48 listed companies in the 2007-2008 years in Anhui Province as samples, apply the index system to study their social responsibilities fulfillment. And we compare positive results with the actual situation to verify the operational construct and rationality of the target index system.The fifth part is conclusions, limitations and future research of paper.The innovation and features of this paper are:Based on the stakeholder theory, according to our country's situation, we define CSR in China. It is that enterprises maintain and enhance social interests of stakeholders consciously, take comprehensive responsibilities to stakeholders into account, pursue long-term performance and sustainable development, take up social obligations for a harmonious society while in the pursuit of economic profit. This comprehensive responsibility includes economic responsibility, legal responsibility, ethical responsibility and cultural responsibility; According to stakeholder theory and referencing our regulations, we define seven stakeholders including shareholders, creditors, employees, consumers, government, community, environment and resources, we establish an evaluation index system of CSR, most of which are financial indicators, some non-financial indicators are supplement; Especially, with regard to the actual situation and policy requirements in China, we established indicators fit for measuring enterprises fulfill CSR on staff and environmental resources; We apply the index system in this paper to study their social responsibilities fulfillment. And we compare positive results with the actual situation to verify the operational construct and rationality of the target index system.
