Study On The Performance Of Land Use Regulation System In Shaanxi Province

It was deemed to an important reform that Land Use Regulation System pass the revised law of Land Administration in China in 1998.The task of this system aims to compensate for the shortcomings of market allocation of land resources and to achieve the sustainable use of land resources. And the core purpose is to protect the cultivated land. Compared with the hierarchical-limitation examine and approve system ,it is more effective in protecting the cultivated land resources. This paper taking that problem for the starting point, adopting the methods of normative analysis and experimental analysis , qualitative analysis and quantitative analysis, studies dynamic change of cultivated land in Shaanxi Province, driving force that made cultivated land to reduce and the performance of land use system. On the basis of above analysis,I put forward the corresponding countermeasures and suggestions The article is divided into six chapters as follows:The first chapter is introduction.This chapter describes the background, purpose and significance of the research and proposed research thinking ways,content and research methods, in addition,the innovation.The Chapter II describes the definition of related concepts and basic theories. This chapter defines scientifically the concept of land, regulation, land use regulation and and other related concepts. The theoretical framework of this research includes land property theory. Institution change theory,Marxist's land rent theory and property law。The new classical economics bid rent theory, modern property rights theory and sustainable development theory are basic theories for this research.Chapter III analyse the reason of land reduce and its'driving force in Shaanxi Province. This chapter focus on dynamic changes of the cultivated land and the driving force to reduce the number of cultivated land in space and time.The Chapter IV analyzed the performance of implementation of Land Use Regulation System theoretically. This Chapter demonstrates the effects of cultivated land protection from point of view of economics, in addition, the social and ecological performance. Through the study found that land use regulation system can indeed play a large role in the protection of farmland. The chapter V is about empirical research on the performance of land use regulation system. By introducing a dummy variable,selecting related indicators,I do quantitative research on performance of this system in Shaanxi Province. Finally found that this system work effectively to protect the cultivated land in Shaanxi.The content of Chapter VI is about the conclusion and policy recommendations.Based on the analysis of above chapters,I put forward the conclusion of my research and the corresponding countermeasures and suggestions to the remaining problems.
