Forestry is both an important basic industry and far-reaching ecological public welfare undertaking. The with large forest resources is an important part of China's forestry industry. Since the six forest ecological projects are implemented, such as natural forest protection and reforestation, the management keystone of state-owned forest farm has been translated from logging into forest conservation and cultivation. The system reform and changes in business ideas don't synchronize and the reform of salary incentive is delayed. So they eventually leed to the decline in forest management activity and operation benefit.The status quo is that the mechanism of state-owned forest farm is imperfect and human resources have not been paid full attention. According to this, through using regression analysis, the paper concludes that salary and especially incentive salary have a very significant impact on business of. Reference to the latest research results in the current salary and incentive theory, this paper proposes the new design about mechanism for forest health salary and incentive salary. In the programme, we make a new plan on the performance evaluation of the forest; the basic wages, welfare system and reward and punishment system, and also we make groundbreaking reform of the Option Incentive Theory to apply to long-term incentive in the state-owned forest farm. Through the innovation of salary incentive mechanism, state-owned forest farm can stimulate the enthusiasm of the staff, tap the potent ion of key employees and enhance the core business capacity and attractiveness, in order to achieve the purpose of sustainable development of state-owned forest farm.In accordance with the research objectives and ideas, this article divides research themes into six parts:Part I is an introduction. It mainly describes the background, purpose, meaning, domestic and overseas research trends, research method and innovations.Part II is salary management and incentive mechanism theory summarization. It mainly introduces the concept, composition and function of salary incentive, and also introduces related theory about salary and incentive theory.Part III is status quo of salary incentive in state-owned forest farm. It mainly introduces the evolution of salary system of state-owned forest farm and existing problems of salary incentive in state-owned forest farm.Part IV is effection analysis of salary incentive in state-owned forest farm. Firstly, use model to make regression analysis of input elements of state-owned forest farm, and the result shows that salary input have a significant impact on the effection of state-owned forest farm. Secondly, further make regression analysis of the benefit of state-owned forest farm and we conclude that health salary and incentive salary have the impact on the business effect of forest farm.Part V is the design of salary incentive mechanism in state-owned forest farm. According to the result and the current existing problems of forestry incentive mechanism, this paper is based on modern incentive theory and proposes the establishment mechanism of scientific health salary and incentive salary in state-owned forest farm. And this paper introduces option incentive---a long-term incentive approach, to achieve effective incentive to employees of state-owned forest farm. At the same time, through improving the guarantee mechanism of salary system in state-owned forest farm, the design plan of salary can be implemented smoothly.Part VI is the conclusion.
