China's Housing Security System Of Low-income

As the basic elements of Human survival and development, housing has a dual property of commodity and social security. Along with the rapid urbanization and industrialization process in china , a lot of core elements, such as resources and population, flock quickly to the city and highly concentrated. Under the action of a shortage supply and strong demand, national house prices rose rapidly, especially first-tier cities. Many ordinary families, especially low-income families can not afford commercial residential buildings. Currently, Housing security issue in urban low-income families has become a social concern of the people's livelihood.In 1998, China introduced the reform of housing system. To ensure that low-income groups have access to basic housing security,the government set up with affordable housing and low-cost housing based security system, pushed welfare housing to market-based allocation phase. Although the housing security , as a livelihood project ,after more than ten years ,have made some achievements,deepening of urban low-income family housing security system research has important theoretical and practical significance. As we know, there are many questions in china's housing security system, and, it's effects are unsatisfactory.In the analysis of our existing low-income families on the basis of the housing security system,the study, referencing to foreign and domestic security in some cities in the housing of the successful experience and a useful attempt,linking the work to protect low-income family housing problems in the implementation in Zhengzhou City, Proposed measures for the improvement of the housing security system.First,this text introduced systematically background,objective,meaning,research on at home and abroad, definition of related concepts,and study of the theory, methods and expected results.Second, for more in-depth analysis of the housing security system in Zhengzhou City for low-income families, this paper reviews the policy of housing security, Zhengzhou City, the evolution and development process.Based on the analysis of the specific circumstances of low-income families in Zhengzhou City at this stage, this paper summarizes the current low-income families in Zhengzhou city, the problems of housing security system through the qualitative analysis.And then,generalized it's effective policies and successful experiences in the housing problem-sloving that foreign governments and domestic security in some city have used.At last, Combined of low-income family housing in Zhengzhou City, the implementation of effective, based on the level of economic development and social security status, this paper presents a number of constructive suggestions,such as, Clear the Government's responsibility to protect the housing security, improve housing security policies and related legislation, to guide the scientific concept of housing consumption,change means in subsidies, strengthen the monitoring system of the entry and exit, establish and improve a multi-level, sub-standard form of housing security system.
