The Research Of Government Accountability For Low Rent Housing Security System

After decades of reform and opening up, although the economic strength of China got rapid growth, many urban residents are still unable to properly resolve the housing problem. The Shanghai area, for example, is an extra-large city with the population over ten million. Its housing resources have already been presenting a strain status, nevertheless, the expanding foreign population brings new pressures to the urban housing. In recent years, economic crisis and inflation has been emerged in China and housing investment bubble causes increasingly serious social phenomenon that"unoccupied room and homeless person". Today, housing problems have become a heavy burden of life to numerous permanent residents of Shanghai. The phenomenon of group renting is hard to be solved. From Snail House to Ant Tribe and Rat Race, the housing problems of low-income groups are presenting the trend of vicious cycle.The accountability of government is not only to develop the economy, but also to ensure social stability and development. With the prerequisite of social stability, we are entitled to talk about the overall social development. The basis of a stable society stems from low-income groups in society. They are the groups located in the bottom of the pyramid structure of social groups in the total population. The basis of stable life to the groups is the housing. More precisely, is the low-rent housing. However, due to lack of government accountability, the focus only goes to the economic development rather than the attention to low rent housing security, which aggravates the difficult issues of housing low-income groups increasing. Therefore, the government must assume security accountabilities to the low-income housing. Secondly, government assumes the role of guidance offering in the low-rent housing security system. Only with the escorting by necessary, the "Home Ownership" objective can be realized. However, the present Government did not put the work into the local government housing security performance evaluation goals. There are no physical targets towards fund investment, no mandatory requirements to land allocation. Randomness and uncertainty is everywhere, and low-cost housing construction gives the way to GDP growth.Furnishing the low-cost housing and solving the basic housing needs of the people is the inescapable government accountability. The government led constructed low rent housing bears the dual nature of social welfare and social security, which plays an important role for solving the housing problem of the low-income residents in Shanghai and controlling the non-rational prices. The concept of government accountability in the low-rent housing security system in this thesis includes two aspects: First, the Government must take on the accountabilities for citizenship and the society, actively protecting the people's basic right of housing, protecting the citizens the minimum living requirements of "Home Ownership". This requires that the government should be clearly aware of its role and tasks and changing concept of governance of the blind pursuit of GDP indicators in the past. It also requires the government's active involvement in work of protecting the livelihood of the people, pooling resources to promote the implementation of low-rent housing security system. Secondly, the government is supposed to take the consequences of its failure of fulfilling administrative. In other words, in the course of promoting the process low-rent housing security system, government action must accept the evaluation and supervision of all levels of society, which needs to be further standardized by relying on the external binding, such as the appropriate legal system and government performance evaluation system.Taking the low-cost housing construction in Shanghai as an example, this thesis analyzes implementation and lack of the government accountability, puts forward reasonable suggestions, expecting the government to proceed from the overall situation of building a harmonious society and take on more accountability in the construction of low-rent housing.
