China Urban Low-income Family Housing Security System Study

In recent years, as the important aspect of the issues with regard to people's livelihood, the Housing Security for low-income urban families is increasingly being paid close attention to. China's current Housing Security System for low-income urban families includes the Economic Housing System and Low-rent Housing System. After more than 10 years of exploration, China's Housing Security System for low-income urban families has made great achievements, but there are still many problems in the process of implementation, and the housing problems for a large number of low-income urban families have not yet been resolved. Based on analysis of China's current Housing Security System for low-income urban families, and in reference to foreign experience in Housing Security, together with the problems in the process of the implementation of Jinan City's Low-income Housing Security System, I strive to put forward some constructive proposals to China's Low-income Housing Security System.This study uses methods of literature and field research, mainly uses the literature method in the analysis of China's Low-income Housing Security System, and while mainly uses the field research method in the analysis of the results of the implementation of Low-income Housing Security System in Jinan City.In the beginning, this paper introduces the origin of this study, the relevant literature, the research methods, and the content of the study, related concepts and the significance. For an in-depth analysis of the Housing Security System, the paper reviews the development course of China's Economic Housing System and the Low-rent Housing System, and then sums up the effectiveness as well as the existing problems in the Economic Housing System and the Low-rent Housing System. From a global perspective, developed countries' Low-income Housing System has been more mature. Therefore, this paper then introduces the experience of developed countries, as well as the Enlightenment to China.Jinan City's Low-income Housing Security System started late; however, Jinan City promulgated the "Management Approach of Economic Housing System" and the "Management Approach of Low-rent Housing System for Low-income Families". It embodies the determination of resolving low-income families' housing problem. In this paper, a detailed description of Jinan City's existing Low-income Housing Security System has been presented. In the analysis of low-income families' specific circumstances, combined with the analysis of the typical cases, this study makes a qualitative analysis for Jinan City's Low-income Housing Security System.After the analysis our country's Low-income Housing Security System, combined with developed countries' experience and the effects which Jinan City's Low-income Housing Security System achieved, this study puts forward to some constructive comments to improve our country's Low-income Housing Security System.The improvement of Low-income Housing Security System is still on the road. This paper just does a little humble exploration. This paper concludes the lacks of this research and the content needs to be further explored.
