Therefore, there are great realistic meaning and profound historic significance about increasing land consolidation, fully implement land consolidation, to fully implement the scientific outlook, earnestly implement cherish, rational utilization of land and the basic state policy of protecting cultivated land, realize sustainable economic and social development .The study of the comprehensive benefit of land consolidation of scenic can be beneficial for developing in scenic area reduce blindness, restrain notice economic benefits, but neglect environmental and social benefits, it is beneficial for scenic to walk the road of sustainable development resources, harmonious and unified overall relevant special planning about land consolidation project and ecological environment, construction, characteristics of scenic spot of the special plan. The development in protection and the protection in developing ,innovative work concept and management mode, extension connotation of land development and consolidation, ascending land development and consolidation benefits.This paper studied on benefits of land consolidation of scenic. Due to the previous not done similar work, so the paper established the comprehensive benefit evaluation index system of the land consolidation of scenic, obtained the index system of weights by expert scoring. On this basis, this paper gives a mathematics model about comprehensive evaluation of benefit of land area of scenic. The paper use the method of Analytic hierarchy process and Comparative method to make a mathematical formula of each component model of a quantitative evaluation .The paper be the comprehensive evaluation model established empirical research in longmen grottoes scenic. First to empirical study about the first large-scale land consolidation in (1999-2000) of longmen grottoes scenic spot, then give a prospects of comprehensive benefit about longmen grottoes scenic according to the new planning from 2010 the second land consolidation, getting the quantitative assessment factors of the 5-year land consolidation comprehensive benefits realization.Through the above analysis, this paper established model is reasonable, accurate, conform to the current benefits of land consolidation of scenic. The quantitative evaluation model can give synthetically benefit the quantitative evaluation for the existing land consolidation of scenic. also can give comprehensive benefit analysis of land consolidation in the future. This research provide method for land consolidation and comprehensive benefit of quantitative evaluation in the future. This model can be used as model for other types of quantitative evaluation of land consolidation comprehensive benefit.The paper has six parts.The first part is the introduction. Include background, significance, the thesis writing technical route and the area of land consolidation and prepare to solve the key problems.The second part is the domestic and foreign relevant research, including domestic and foreign research two parts.The third part is the summarize of the concept of land consolidation benefits about scenic area , including the scenic area, land of scenic area ,land consolidation and scenic area of land consolidation, characteristics of scenic area of land consolidation , object of scenic area of land consolidation, principle of the scenic area of the land consolidation ,content and tasks of the scenic area of land consolidation ,etc.The fourth part is benefits evaluation of land consolidation of scenic, including two parts of benefits qualitative evaluation and benefits the quantitative evaluation of land consolidation of scenic.
