Evaluation On Benefits Of Land Consolidation Project Of Financial Integration Of Water And Land In Dongping County

With the rapid development of China's economy and the acceleration of urbanization,the demand for land is increasing with the economic development and urban construction,and the phenomenon of farmland squeezing is more obvious,and the problem of land resource bottleneck is becoming more and more prominent.The implementation of land consolidation and construction of high standard farmland can improve the ability to guarantee cultivated land,alleviate land resources and ensure economic development.In recent years,the project of integrating land funds related to water is a kind of land remediation project that the state advocates and implements to integrate the use of water Conservancy funds and land funds related to agriculture and improve the efficiency of the use of funds.In 2014,a number of departments in Shandong jointly sent out on the integration of pilot projects involving water related areas,and many places have implemented land management projects for the integration of capital related to land.At present,a part of the land management project has been carried out,and its benefit is very urgent.It needs to be evaluated urgently to summarize the experience and find out the problems,and provides guidance on the implementation and policy making of the future projects.The paper takes the project of land renovation of the capital integration of the water related land in the Xinhu town of Dongping County,Tai'an as the research object,and comprehensively adopts the methods of field investigation,literature analysis,analytic hierarchy process and multi-factor comprehensive evaluation to establish the evaluation index system from three aspects of economic,social and ecological benefits,and evaluate the capital related to the land related to the water.Integrate the benefits of land renovation projects.The main research contents and results are as follows:(1)Construction of evaluation index system for land consolidation projects involving water related land funds.On the basis of in-depth study on the connotation of land renovation project involving capital related to land rand water,considering the actual situation of landrenovation project in the Xinhu town,the economic,social and ecological benefits are established,and the increase of cultivated land rate,the increase rate of grain yield,the increase of agricultural income and the rate of investment income are added.The index system of economic benefit,such as road accessibility,improvement of supply capacity,farmers' satisfaction,increasing employment rate and other social benefit indexes,irrigation guarantee rate,flood disaster prevention ability,and the proportion of farmland shelter forest area,etc.(2)Water related land funds to integrate land consolidation project benefit evaluation.On the basis of the construction of the evaluation index system of the land renovation project involving water related to land funds,the analytic hierarchy process is used to determine the index weight,and the multi factor comprehensive evaluation method is used to evaluate the economic,social,ecological and total benefits.The results are shown that the total benefit of the land consolidation project in the Xinhu town is 84.28,and the overall benefit is good.The economic benefit score is 83.97.The social benefit score is 78.36,and the ecological benefit score is 88.25.The ecological benefit is most significant,followed by monetary benefits,and there is still room for improvement in the social benefits.Comparing the project with the ordinary land consolidation project,it is found that the project can meet the requirements of the land consolidation,the total benefit is slightly higher than that of the ordinary land consolidation,thus achieving the purpose of fund integration.(3)Increasing the benefits of integrating land related projects with land consolidation project.In view of the new rate of arable land,the increase in employment rate and the capacity to prevent floods and floods in Xinhu town,such as the integration of funds for water-affected land,it is proposed that priority should be given to agricultural land such as waterlogging and depressions,and to minimize the increase in arable land such as Tiankan.We will develop rural industries,strengthen technical training for farmers,increase employment opportunities for farmers and increase their employability,attach importance to the construction of flood control infrastructure,and strengthen late management.
