Study On The Problems And Strategy Of The Implementation Of Regional Public Management In Guangxi Beibu Gulf Economic Zone

The approval of Development Plan for Guangxi Beibu Gulf Economic Zone by the State Council in January 2008 symbolizes that the opening and development of Guangxi Beibu Gulf Economic Zone has become part of the state strategy for China's development. Thereon, Guangxi Beibu Gulf Economic Zone enters into a new planning and development stage for its entire economy. The local governments in Guangxi have to face up to the tough challenges following the new development stage. Therefore, it has become the hot issues in the academic world on how to respond to the demand from reality and how to deal with the coming challenges on the part of the local government.As a coordinating and mediating means, regional public management can be applied across regions and in the overlapping relations between the lateral and vertical levels within the region in order to tackle the complex cross-problems posed by economy, politics and society, achieving the optimal common interests in the end. It meets the demand of globalization and regional integration and provides a system guarantee for breaking the restriction of traditional administrative division and forwarding the positive development of regional economic integration.The purpose of this paper is to conduct a theoretical research on the innovation of regional public management in Guangxi Beibu Gulf Economic Zone. First, the paper explains the necessity of implementing regional public management in the Zone. The founding of Guangxi Beibu Gulf Economic Zone and the concept of its opening and development meet both the demand of constructing China-ASEAN Free Trade Area and the needs of creating a new economic growth pole of China. At present, the Zone has started the prophase work of integration and strengthened the construction of basic establishment. Meanwhile, Qinzhou and Fang Chenggang have the historical source of integration, which establishes certain basis and condition for implementing regional public management. The profound meaning of the integration of Guangxi Beibu Gulf Economic Zone is to emphasize that production factors span the original regional administrative boundary and flow freely in the regional area so as to seek the optimal combination of all kinds of production factors and raise labor productivity. The implementation of the regional public management of the Zone can integrate the limited resources between local governments in Qinzhou and Fang Chenggang, which not only enhances the ability of the single local government but also creates good environment for creating competence in local governments and forges regional unitary competence.Then, the author analyses the problems lying in the implementation of regional public management in Guangxi Beibu Gulf Economic Zone, including the culture conflicts among the major cities in the Zone, the incorrect orientation to the local interests and the problem that each does things in his own way goes against the harmonious orderly development of the whole region; the clashing of the interests of the local governments and their pursuit to their own greatest interests which lead to the conflicts of local interests; the lack of supporting policies in implementing regional public management which can be shown from the following:The pertinence and manipulation of the policies are not strong, the integration degree of the regional policies is low and it is lack of effective mechanism of policies in supervision,evaluation and coordination of regional interests; it is difficult to integrate the regional public service, supply enough public stuff of cross-region, and deal with the simplex supply pattern of regional public service and the limitation of corporation and coordination system; the district division results in zoological segmentation and troubles in treating the cross-environmental pollution.Finally, the author uses successful experience of national regional development for reference, focuses on the obstacles existing in the process of implementing regional public management in Guangxi Beibu Gulf Economic Zone and then puts forward the following suggestions:emancipating the mind in order to establish the culture of regional harmony; coordinating local governmental interests to form reasonable interests situation; improving the correlative policies of regional public management; changing the treatment ideology of local government to establish the managerial pattern of regional public management; realizing the scientific development and trying to do the best in the age of low carbon; improving organizations of regional public management and making its functions better; cultivate citizen society so as to promote a fine interaction between government and people.
