Research On The The Issue Of Supply And Marketing Cooperatives Reform From The Perspective Of Serving "Agriculture,Rural Areas And Farmers"

The issue of "agriculture,rural areas and farmers" is the most important issue that Chinese economic and social development is facing,it is the most important work of Communist Party of China and the government.Supply and Marketing Cooperatives is an cooperative economic organization for agricultural services,it has rooted in rural areas for a long time,and its mission is to serve the farmers.Nowadays,the reform of Supply and Marketing Cooperatives has been deepening,and it plays a more and more important role in serving "agriculture,rural areas and farmers".In This Thesis,I combed the process of Supply and Marketing Cooperatives reform,and researched the reform from the serving "agriculture,rural areas and farmers" point of view.Before the founding of the People's Republic of China,its function was to promote the production and meet the needs of the army.The early days of the People's Republic of China,its function was to guide farmers and small producers to carry out socialist transformation.In the planned economy,it had become a tool for nation economic plan and material distribution.After Reform and Opening up,Supply and Marketing Cooperatives have been reformed to servie "agriculture,rural areas and farmers",and its public service function is more and more obvious.Particularly,entering into the 21st century,it had established a perfect system which was a combination of public welfare and business services,formed the operating mechanism of serving "agriculture,rural areas and farmers",set up the platform of benefiting agricultural policy.Supply and Marketing Cooperatives played a more and more important role in the public welfare management of agricultural products,agricultural modernization,community development,food safety,ecological environment protection,poverty alleviation.Since 2014,it had deepened the comprehensive reform and become an important carrier of Communist Party of China and the government to do "agriculture,rural areas and farmers" work.For Supply and Marketing Cooperatives,serving "agriculture,rural areas and farmers" is the main task,development power and development direction in the new situation,it is also a historical stage of reform and development.Due to the nature and legal status is not clear,lacking of cooperation idea,heavy historical burden,policy adjustment is too severe,division of the government system and other reasons,now there are still some problems in fulfilling the public service function of Supply and Marketing Cooperatives for serving "agriculture,rural areas and farmers",These problems mainly included that farmers participation is low,full course agricultural social service to carried out less than,own strength and capacity less than,system and mechanism is not flexible.To solve these problems,we need to sum up the experience of comprehensive reform and deepen reform.At the same time,we also need party committees and governments at all levels to support Supply and Marketing Cooperatives.The innovation of this thesis is to research Supply and Marketing Cooperatives reform from the perspective of serving "agriculture,and two dimensions of historical process and the reality of the state.The thesis dased on the current situation of China's national conditions,agriculture,and Supply and Marketing Cooperatives,the problems were investigated in a high-reality-dependent manner.All of which makes the analysis and recommendations simple to operate.I hope this thesis can provide some useful reference for the path selection and policy decision in Supply and Marketing Cooperatives reform,and explored a perspective for the research of the "agriculture,rural areas and farmers".
