Generation rights trade improves the utilization of generation resource through the self-scheduling of generation companies. However,it relates to power flow, losses, congestion, exhaust emission and energy loss.Consequently, how to coordinate the relationship between security and economy in model has become a serious problem. In the medium and long term generation rights trade the net loss is hard to express,so the transaction model for the month is proposed.Least squares B coefficient method is used to decide quantitative relationship between network loss and transaction quantity. The optimization model consists of two parts.First, the total generation of the transaction parties is decided by solving a model considering social utility maximum, and grid congestion is considered.Second, bargain considering this generation is settled as a constraint. The results of case study show that model not only considers the network loss cost and congestion constraint, but also defines the physical and economic significances. The short-term generation rights trade requires considering dynamic constraints of generating units, therefore, the trading model combining with network flow method is proposed. The decision variables of model are total sell or buy output and branch power. The model realizes social utility maximization, and takes the net loss cost and network security into account, then uses interior point method to solve. Finally, numerical studies based on IEEE 30-bus system verify the validity of the model. To achieve the target of energy-saving and emission-reducing,bidding correction method is proposed. This approach considers both bidding and energy consumption, satisfies the premise of market mechanism, and it also carries out the optimal allocation of resources simply and feasibly.
