Since 1970s, with speedy development of economy, the energy consumption of our country has increased swiftly and violently, which badly influences the ecological environment, so saving and emission reduction is being taken seriously by government. Road transportation industries provide powerful guarantee for economic development in Chongqing, which have aggravated the consumption and emissions of Chongqing. Energy saving and emission reduction of Chongqing road transportation industries was an important factors of achieving energy saving and emission reduction constructing, Meanwhile, it had been a restricting factors of Five-Chongqing Program.A comprehensive and dynamic analysis of present situation of the energy saving and emission reduction of road transportation in mountain city of Chongqing was made in this article firstly, in the foundation of full investigating and collecting data, then affecting factors of energy saving and emission reduction of road transportation would be determined.Subject of power wastage & pollution emission was the means of conveying-vehicles, thus this synthesis took vehicles as the all-important studying object of energy saving and emission reduction of road transportation in Chongqing. The development of energy saving and new energy vehicles had become a key factor for the sustainable development of China auto industry. Consequently, the energy saving and emission reduction of road transportation in Chongqing would be predicted through new energy vehicles possessing capacity prediction, considering of rapid growth of new energy vehicles. The predetermination model for energy saving and emission reduction of road transportation of fuzzy generalized neural network was built in this paper, which was the combination of neural network with fuzzy algorithm.Later on, a comprehensive evaluation model based on the entropy theory and the analytic hierarchy process was established. Then energy saving and emission reduction of road transportation in Chongqing was evaluated used the multilevel integrative evaluation.?The setting process of weight value of evaluation index system of energy saving and emission reduction-integrating information entropy with the analytic hierarchy process was proposed in this paper. The weight of each evaluation index was decided, and evaluation index sorting table was gotten, would be technical means of related administrative departments in quantification check of energy saving and emission reduction of road transportation.In the synthesis, a row of policies and measures to solve the problems of energy saving and emission reduction of road transportation in Chongqing was put forward, in order to carry out energy saving and emission reduction of road transportation last. This paper had important significance for supervising regional road transportation management departments to promote energy saving and emission reduction, motivating, standardizing and guiding energy saving and emission reduction of Chongqing road transport.
