Energy conservation is the necessary choice of sustainable development in China, is in line with the trend of social development strategy initiatives. Henan is China’s most populous city, is the epitome of China’s best."Eleven-Five "enables lower energy consumption per unit GDP in Henan province during the period20%, sulfur dioxide and chemical oxygen demand emission reduction10%objectives, Henan province, but still faces serious energy and environmental constraints. For years, energy consumption is growing rapidiy in Henan province, the share of coal in energy consumption of around88%, energy processing and conversion efficiency is lower than the national average. In addition, USD GDP energy consumption in Henan province is higher than the national average, especially in eastern regions, in the middle in the six provinces in central China, per capita waste emissions continue increasing rapidly. All of these are "Twelve-Five" energy-saving emission reduction posed a severe challenge in Henan province during the period.This article is based on energy-saving emission reduction as the main route, the first analysis of the energy saving status quo of Henan Province,"Eleventh Five-Year" period, to analyze the utilization of energy resources in Henan Province, analyze the current situation of energy saving resources in Henan Province, pollutant emissions and pollutants set of governance put into the situation, and then found Henan Province, the energy conservation problem, then energy reduction of Henan Province, the11th five-Year "period to achieve a degree of analysis, design analysis of the degree of realization in Henan Province energy conservation the actual situation, the comprehensive evaluation index system of science, including design principles, the index system and the right weight, the determination of the evaluation method:according to the principles established in the index system, the data available, the research theory and Henan Province economic development Henan province energy saving evaluation system characteristics, system indicators divided into four categories, energy consumption-type indicators, indicators of water consumption and savings, pollutant emissions and pollutant control with the use of the indicators; followed by target indicators and weights in the weight determined using a combination weighting method, Delphi method and entropy weight decision combined weight is determined by the addition of integrated indicators, then use the indicators to analyze the efficiency coefficient method on the sum total implementation efforts, and analysis of Henan Province,"Eleventh Five-Year" problems faced by the degree of realization, derive indicators.Then,from the evolution of the energy consumption per unit of GDP, the intensity of carbon emissions and the emissions of major pollutants and prediction, Henan Province, three aspects of energy conservation and emission reduction and technological progress and industrial restructuring changes between analysis of Henan Province, energy-saving and emission reduction potential, choose GM(1,1) model to predict the emissions of major pollutants in2012-2015, compared with the government’s target in2015.Finally, based on the analysis of Henan Province, energy conservation evaluation and prediction of major pollutants, the proposed path of the "12th Five-Year" period of Henan Province, the realization of energy saving.
