I work out the moderate level of financial social security expenditure in Shandong Province, according to analyzing the date. By compared with the current level of financial social security expenditure in Shandong Province, we can find a lot of problems, such as the lower level of the financial social security expenditure. The proportions of financial social security expenditure in the fiscal expenditure and the GDP are both lower than the national average. And the financial social security expenditure is lower than the minimum appropriate level; the financial social security expenditure is obviously inadequate. The project structure of financial social security expenditure in Shandong should be improved; double structures in the urban and the rural is still evident in the social security system. Most financial support for social security divided to the urban, and for inadequate investment in rural social security. The budgetary and supervision system imperfect of financial social security expenditure is difficult to ensure the implantation of social security and the safety of social security funds.To solve these problems, combined with the actual Shandong Province, the thesis point out we should increase financial social security expenditure and raise its level to reach to the moderate area. Pension, unemployment, medical insurance should be consummated at first, to promote other social security projects. The social security of urban and rural should be taking up together to break the double structure of social security. Establish a sound budgetary and supervision mechanism of the financial social security expenditure system to ensure the implementation.
