In the developing country, mostly exists take the agriculture as representative's traditional department and take the industry as representative's modern department's dual economical contrast. China took in the world the biggest developing nation, the dual economic structure characteristic is remarkable and the city and countryside development is very imbalanced. The dual economic structure hinders the Chinese economy seriously the development and the modern economic system establishment.The urban-rural relationship is an important dynamic and interactive relationship widely found in society. It is an integral reflection of the political, economic and class relationships between the city and the countryside under certain social conditions. How to correctly understand and deal with the urban-rural relationship is a major problem which has been concerning the half-over-a-century history of Chinese socialist revolution, construction and reform.
