This study aims to reveal the principles of formation and evolution of innovation networks, so that it can better promote the network effects of innovation networks, enhance innovation ability of industries, increase the innovation efficiency, and then to raise the overall competitive advantage of industries and enterprises. Theoretically, this research will help to reveal the inherent rules of the formation and evolution of innovation networks, deepening the understanding of the innovation network both by theory and by practice, and provide an appropriate study method for the further research; Realistically, it is beneficial for the government to make further guidance of innovation networks construction which will provide an positive innovation environment for the economic development.There are six chapters in this paper. As an introduction, the first chapter proposes the research topics and summarizes the relevant literatures form the theory of innovation networks, location cluster theory, high-tech industry theory, evolution theory etc. The second chapter introduces the basic theory of innovation networks, and summers up the meaning, characteristics, and nodes of innovation networks. The third chapter discusses the evolution of innovation networks. Innovation networks here are divided in to four stages:formation, growth, maturation and degradation, and the complex network theory are used to build up a model with relevant data simulation. Chapter Four is mainly discussed the formation motivations of innovation networks. The internal motivations are summarized as the credit contract mechanism, the innovation& learning mechanism, the benefit distribution mechanism and the coordination& governance mechanism; while five external motivations are also analyzed. Chapter Five is based on the empirical analysis on the running efficiency of innovation networks. The Optoelectronics industry in China is used as the DEA empirical case. The index system is set up based on the Input effects, running process, and the output effects. Chapter Six summarizes the main conclusions, the relevant policy recommendations and some research prospects.The main innovations of this paper are:firstly, the complex network theory is used to build the innovation networks evolution model, and the small-world characteristics of innovation networks is confirmed by data simulation; Secondly, the formation of innovation networks is considered as an external and internal motivations with the association mechanisms; Thirdly, through the DEA analysis of optoelectronic information industry in 15 cities, the poor efficiency of innovation networks is found that:irrational distribution of innovative resources structure, limited capacity transformation of scientific research expenditure, the serious brain drain, disadvantages competitive of industry and the imperfect innovation network structure.
